Bludau, City Manager 949 - 644 -3000, HBludau @city.newport- beach.ca.us SUBJECT: Parameters for Conducting District 2 Council Candidate Interviews and the Selection of a New Council Member ISSUE: What are the 'rules" the City Council established for conducting Council candidate interviews and making the selection? RECOMMENDATION: Information only. DISCUSSION: Background: During its October 14'h City Council meeting, the City Council discussed how the Council candidate interviews would be conducted and how the selection would be made. A summary of those interviews and selection process details follows: 1. Date and time of interviews: Tuesday, October 2151 at 7:00 p.m. City Council Chambers 2. Length of interviews: Approximately 25 minutes, with each candidate being offered a 2 minute introduction and a 5 minute closing statement. 3. Order of candidate interviews: Randomly selected, names drawn from a hat. 4. Candidate location: Candidates will be kept together in the Council conference room, will be called into the Chambers for their individual interviews, and will return to the conference room after Parameters for Conducting District 2 Council Candidate Interviews & the Selection of a New Council Member October 21, 2003 Page 2 each interview has been concluded. Candidates will be allowed in the Chambers after the last candidate has been interviewed. 5. Questions: Each Council Member will be allowed to ask each candidate questions he deems pertinent to the selection process. 6. Public Input: The public will be allowed to comment on the candidates and the selection at the conclusion of the interviews. 7. Selection: Discussion of the candidates will take place after the last interview has been conducted. The selection of the District 2 Council Member will follow the discussion. 8. Swearing -In: The swearing -in ceremony will be held after the selection has been made. 9. Number of District 2 candidates: 6 10. My wife, Jeri, and I have enjoyed the benefits of living, recreating, and working in Newport Beach for 27 years. District 2 uniquely consists of some of the oldest areas as well as one of the largest undeveloped parcels (Banning Ranch) in the city. The combination of aging infrastructure and growth issues dictate that now is the time to devise a "game plan" for District 2. The Banning Ranch General Plan Amendment, 20+ years ago, was my first experience with land use issues in the city. Initially as Co- Chairperson of the West Newport Legislative Alliance and later independently, I strove for a compatible balance between residential, light industrial, and commercial development with adequate accommodation for traffic, recreation and open space, fire and police protection, and schools. The Banning Ranch remains an opportunity and a concern for West Newport that, as an 40 applicant to this position, I am uniquely qualified to address. As a planning commissioner I was involved in several General Plan Amendments and advocated certification of our Local Coastal Plan. I have served the community in many and various capacities. (Please see previous page and attachment.) I have demonstrated an ongoing interest in, and understanding of, issues of importance to our city. I founded Comstar Industries 16 years ago with one employee. Today Comstar is financially successful, employing 23 people with annual sales well in excess of a million dollars. I have built and managed the business myself; developed business plans and budgets, financed long term equipment loans and short term lines of credit, signed vendor checks and payroll checks. I understand the motivations and concerns of business owners and recognize their importance to the community. I will work with the business community, including those along Pacific Coast Highway at the western entrance to our city, to pursue revitalization and beautification as has been accomplished in other parts of town. For years, my family rented a beach house on the bay that greatly influenced my decision to move here after graduating from USC. In 1998, I made my residency more permanent by purchasing a home on the 48b block of River Ave. I can say that without a doubt, my decision to make Newport my home has greatly contributed to my personal happiness and my professional success. My desire is to represent the community that has enriched my life and serve those who would call me neighbor. Newport Beach and more specifically, district 2, would best be served by a resident who understands the complexities of district 2's demographics. Being that I was a renter, and am now a homeowner & landlord, I have a better understanding of my future constituency than would other candidates that do not have these experiences. One who understands the needs of the residents, who understands business operations, and who is a proven supporter of the community. I meet all those requirements and I believe I am the best qualified to serve the City of Newport Beach as the Council Member from District 2. I am a long time resident. My wife, Britt, and I have lived in the same house in District 2 for the past 11 years. We have lived in Newport Beach for 21 of the last 30 years. I met with many residents of other parts of the City when I ran for this same City Council seat in the last election. The various candidate forums gave me an opportunity to listen to resident concerns and for them to evaluate me as a candidate. I finished second in that election, receiving approximately twice as many votes as the candidate finishing third. The City Council is charged with overseeing a large business operation with many employees, tight budgets and challenging expectations. I have the business experience to contribute in those areas. I have more than 15 years experience in the technology field with companies including IBM and Unisys. I had P &L responsibility for 17 employees and a $5,000,000.00 budget when I was branch manager with Unisys. Our branch specialized in designing and installing information systems for local cities. As Commander of the 2,200 member American Legion Post 291, I managed a $1,000,000.00 a year operation that included a restaurant and marina operation. I taught business problem solving and decision making techniques to Fortune 100 executives when I was with the renowned organization development firm, Kepner - Tregoe, Inc. My wife, a fashion designer, has owned a boutique in Lido Marina Village for more than ten years and has just opened up a design studio in the area. I have contributed many thousands of hours to the various charity events. For the last five years I have been co- chairman of the Legion delegation to the annual Sail for the Visually Impaired. I continue as co- chairman of the annual Legion Law Enforcement Awards Dinner honoring Newport Beach Area safety personnel. I continue to work on the annual Old Glory 41' of July Boat Parade that is enjoyed by thousands of Newport Beach residents every year. At the Newport Harbor Area Chamber of Commerce I serve on the Business Development Council, and volunteer at other events like the Taste of Newport. I have prepared myself to be an effective representative of District 2 and of the City of Newport Beach. I have demonstrated my dedication to our community through my many years of volunteer effort. I was surprised and then became very concerned when I discovered that Earl Miller was a candidate for the vacant seat. I am so concerned, that I urgently appeal to you to not place MT. Miller in a position which may detrimentally affect the welfare of the City of Newport Beach and its residents. Both Mr. Miller and I are residents of Newport Terrace condominiums: Mr. Miller recently filled a position on the Board of Directors for Newport Terrace which was vacated due to a members illness. Mr. Miller was not voted to the Board by the members of our association and or community. Members of our Board subsequently voted Mr. Miller to the position of President of the Board. I had the unpleasant opportunity to deal with Mr. Miller and our Board of Directors in September of 2003, concerning the upcoming fumigation of our homes in Newport Terrace. As a homeowner, Mother, parent and concerned citizen, I asked our Board to speak at a special meeting on the subject of alternative non -toxic methods of handling termites. Presently, our Board has engaged the services of a company which will use a chemical called Vikane, which is manufactured by Dow Chemicals for structural fumigation. This chemical is highly toxic and can cause serious illness and or death if proper handling is not followed. Further, this chemical has been exempted by the EPA from testing as a carcinogen during its registration process. After 1 investigated the properties and potential affects of Vikane on children and individuals with existing chronic illnesses, I knew that I did not want my home fumigated with this chemical. 1 attempted to address the Board of Director of my homeowner's association regarding this matter on September 4, 20011 spoke on the subject described above for approximately one minute before I was rudely interrupted by Earl Miller. The Board, however, refuses to formally respond and has taken the position that the fumigation will go forward no matter what the residents want. The point is, Earl Miller is not objective as he states in The Daily Pilot. In fact, Mr. Miller does have a preconceived agenda, his ideas go first. As far as problem - solving abilities go, Mr.. Miller has not shown any such skills to me. One of the most chilling statements made by Mr. Miller reveals his real attitude about how things should be done: ..never losing sight of the need for controlled progress, without jeopardizing the quality of life we now enjoy." I have directly experienced Mr. Miller's idea of controlled progress and quality of life - He doesn't want anyone to interfere with the fumigation of our homes regardless of the hazards.
