Resolution 2003 - _ for grant funds for the Per Capita Grant Fund in the amount of $319,000. 2. Resolution 2003 - for grant funds for the Roberti- Z'Berg- Harris Urban Open Space and Recreation Grant, in the amount of $196,320. DISCUSSION BACKGROUND Proposition 40 Bond Act In 2002, the California electorate passed the 2002 Resources Bond Act for purchase and improvement of public parks. Applicable to the City of Newport Beach were two funds available on a non - competitive per capita basis. • Per Capita Grant - The Per Capita Grant program allocation for Newport Beach is $319,000. • RZH (Roberti- Z'Berg- Harris Urban Open Space and Recreation Grant Program) - The RZH Grant for Newport Beach is $196,320. No match is being required for this gra nt. Application for Grants These two non - competitive grants require similar applications, which are initiated by Resolutions approved by the City Council requesting application for the funds; review by the California Department of Parks and Recreation; and subsequent issuance of a contract by Resolutions for Application of State Park Bond Funds November 12, 2003 Page 2 the State Parks & Recreation Department to the City. The City of Newport Beach will be required to submit detailed project information to the State before funding is distributed. Recommendation for Use of Grant Funds At it's October 7, 2003 meeting the Parks, Beaches & Recreation Commission approved recommending to the City Council the proposal for use of the funds for the rehabilitation of the basketball court at Grant Howald Park and the rehabilitation of the sports field areas of Manners Park once the new Library construction is completed. Environmental Review: NA Pre ared by: Andrea McGuire, Recr�&Iion Superintendent Attachments: 1 Submitted by: Marie Cnight, Recrea ion & nior Services Director Resolution 2003 -_ for grant funds for the Per Capita Grant Fund Resolution 2003-_ for grant funds for the Roberti- Z'Berg- Harris Urban Open Space and Recreation Grant Resolutions for Application of State Park Bond Funds November 12, 2003 Page 3 RESOLUTION 2003 - RESOLUTION OF THE CITY OF NEWPORT BEACH CITY COUNCIL APPROVING THE CITY OF NEWPORT BEACH TO APPLY FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDER THE 2002 RESOURCES BOND ACT WHEREAS, the people of the State of California have enacted the Per Capita Grant Program which provides funds to meet the urgent need for safe, open and accessible local park and recreational facilities for increased recreational opportunities that provide positive alternatives to social problems; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the City of Newport Beach's governing body to certify by resolution the approval of the City of Newport Beach to apply for the Per Capita Allocation, and WHEREAS, the City of Newport Beach will enter into a Contract with the State of California; NOW, THEREFORE, BE IT RESOLVED that the City of Newport Beach City Council hereby: 1. Approves the filing of an Application for local assistance funds from the Per Capita Grant Program under 2002 Resources Bond Act; and 2. Certifies that the City of Newport Beach has or will have the sufficient funds to operate and maintain the project(s); and 3. Certifies that the City of Newport Beach has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4. Appoints the Recreation & Senior Services Director as agent to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, payments requests and so on, which may be necessary for the completion of the project(s). Mayor ATTEST: City Clerk Resolutions for Application of State Park Bond Funds November 12, 2003 Page 4 RESOLUTION 2003 - RESOLUTION OF THE CITY OF NEWPORT BEACH CITY COUNCIL APPROVING THE CITY OF NEWPORT BEACH TO APPLY FOR ROBERTI- Z'BERG- HARRIS URBAN OPEN SPACE AND RECREATION PROGRAM UNDER THE 2002 RESOURCES BOND ACT WHEREAS, the people of the State of California have enacted the 2002 Resources Bond Act which provides funds for the Roberti- Z'Berg- Harris Open Space and Recreation Program; and WHEREAS, the Legislature of the Sate of California has enacted the Roberti- Z'Berg- Harris Open Space and Recreation Program, which provides funds to certain political subdivisions of the State of California for acquiring lands and for developing facilities to meet urban recreational needs; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the City of Newport Beach City Council to certify by resolution the approval of the City of Newport Beach to apply for the Roberti- Z'Berg- Harris allocation; WHEREAS, the City of Newport Beach will enter into a Contract with the State of California; NOW, THEREFORE, BE IT RESOLVED that the City of Newport Beach City Council hereby: 1.
