HomeMy WebLinkAbout10 - Report on Commuting VehiclesCITY OF NEWPORT BEACH Office of the City Manager October 12. 1998 October 12, 1998 Agenda Item No. 10 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Dennis Danner, Acting City Manager SUBJECT: REPORT ON COMMUTING VEHICLES DISCUSSION: At the September 28, 1995, Council Meeting, Couucilutember Hedges requested a review of City owned Vehicles that are used for conuuutin- purposes and that an iteni be returned to the Council for further action. BACKGROUND: In August, 1992, staff prepared a study ou City vehicle use that included the number of City vehicles used by staff for conuuuting Purposes (74), the commutin- costs of using these vehicles, and a survey of other local cities use of commuter vehicles. At the direction of the City Manager, staff developed a plan to curtail the use of City vehicles for coulmuting purposes. This subject was reviewed again on June 26, 1995, as part of the Budget Checklist, and again on September 23, 1996 and November 12, 1996. At the November 12, 1996 Council Meeting, staff was directed to: • Implement au Administrative Policy reducing the number of City vehicles utilized for comnutting purposes to on-call emergency personnel and key executive management staff. • Meet and confer with employee associations and key and management personnel as necessary to implement the policy. Staff has utet and conferred with the various employee associations (including key and management employees) and have been able to reduce the number of City vehicles utilized for commuting purposes to on-call emergency personnel and key executive management staff with two exceptions (a listing of the current commuting vehicles is attached). The two exceptions are the carpools and motorcycles. The carpools are a part of the City's AQMD Rideshare program and are, arguably, a condition of a Coastal Development Permit issued by the Coastal Commission to the City in 1990 in conjunction with the widening of Newport Boulevard between 32 "d Street and Via Lido. Staff believes the Coastal Commission requirement has been met with the addition of visitor parking spaces at City Hall. Pending Coastal Commission approval we have met and conferred with one employee association for the elimination of car pool vehicles and are in the process of meeting and conferring with one other affected employee association for their elimination. We are no longer required to provide commuting vehicles as part of the AQMD Ride share program. Regarding motorcycles, it has long been a practice to allow the police officers to use their motorcycles for commuting proposes for several reasons. The police motorcycles are used by one officer only and by having them keep the vehicle with them promotes a sense of ownership and fosters a level of care for that vehicle. Even more significant is the fact that there is no reasonable alternative in terms of parking and storage of the motorcycles if the officers do not take them home. There is no covered, secure parking at the police facility. As a result, the motorcycles would be left out in a variety of inclement weather, exposed to the elements which would deteriorate their condition and only add to the maintenance problems. As with other changes in vehicle use outlined in this memo, any change to the commuting use of motorcycles Would be subject to the meet and confer process. Finally, it should be noted that the City Manager, Police Chief, Fire & Marine Chief, and to a much lesser extent Police Captains, may use City assigned vehicles for other than commuting purposes. Such usage is normally restricted by the employee's employment contract or other teens and conditions of employment. ACTION: Direct staff to continue the elimination of commuter vehicles where feasible or to take other action as appropriate.
