HomeMy WebLinkAbout08 - Human Services GrantsTO: FROM: BY Newport Beach City Council AGENDA ITEM 8 October 12, 1998 Council Meeting MAYOR AND CITY COUNCIL DENNIS DANNER, ACTING CITY MANAGER DAVE KIFF, ASSISTANT TO THE CITY MANAGER MARION BROCKMAN, EXECUTIVE ASSISTANT SUBJECT: HUMAN SERVICES GRANTS ISSUE: This item asks the City Council to disburse S25, 000 to various not -for -profit groups and other organizations that assist Newport Beach residents, students, and parents — all done according to Council Policy A -12. BACKGROUND: City Council Policy A -12 (Attachment A) establishes a $25,000 annual budget (in Fund #010 -20- 0100 -8254) to provide financial assistance to organizations providing services to local residents. On July 15, 1998, the City sent a letter notifying local groups of the Council's intent to award the "human services" grants. The following eight local organizations received the letter: YES Harbor Area Assessment & Treatment Services Newport- Mesa -Irvine YMCA Serving People In Need (SPIN) YMCA Community Counseling Service Orange County Council on Aging Newport Harbor High School ASB Corona del Mar High School ASB Youth Employment Services Youth /Family Counseling Youth /Adult Sports Homeless Assistance Youth /Adult Counseling Senior Advocacy Student Debate Team Student Debate Team The City received funding requests from seven of the agencies, plus the Olive Crest Abused Children's Foundation. The City has awarded grants to Olive Crest in the past (up to 1993), but Olive Crest has not applied in recent years. While copies of the completed applications (and audited financial statements) are on file in the City Manager's office, Attachment B is a brief summary of the grant applicants, their client bases, the intended uses of the grants, the amount requested by the applicants, and the amount recommended by Staff. Newport Beach City Council Agenda Item _ Paae 2 RECOMMENDATION: Authorize the Acting City Manager to direct the payment of the following sums to the following organizations according to Council Policy A -12 from the City Council's Human Services Fund ( #010 -20- 0100 - 8254): Assessment and Treatment Services Center $3,600 Olive Crest Abused Children's Foundation $2,000 Youth Employment Services Harbor Area $3,600 Newport Harbor High School ASB $1,000 YMCA Central Orange Coast Branch $3,600 Serving People In Need (SPIN) $3,600 YMCA Community Services $3,600 Orange County Council on Aging $3,600 Total: $ 25,000 ATTACHMENTS: Attachment A -- Council Policy A -12 Attachment B — Spreadsheet on FY 1998 -99 Human Services Grant Applicants Agenda Item _ Paae 3 Attachment A Council Policy A -12 FINANCIAL SUPPORT FOR HUMAN SERVICES The City Council hereby recognizes the importance of promoting human services and emergency assistance programs within the City of Newport Beach. A number of organizations and groups provide services to needy persons within the City. The City will compliment these efforts by establishing a Reserve Fund for human services that can be used to provide grants to organizations requiring financial support. The sum of $25,000 will be budgeted each year for human services organizations as approved by the City Council. In regard to the City's role in financially supporting human services organizations, the City Manager shall review all programs and requests for support and forward recommendations for funding to the City Council for final approval. 'Organizations requesting assistance shall complete the attached application form. The following priorities shall be considered. The order of preference for granting support shall be as follows: A. Local groups located within the City and offering programs to City residents; B. Regional groups located in Orange County and offering programs to City residents; and C. Groups located in California and offering programs to City residents. Groups not offering programs or services to local residents shall not be eligible for support from the City.
