HomeMy WebLinkAbout05 - Resolution Authorizing Installation of Stop Signs on Marguerite Avenue at Second Avenue and at Fourth AvenueAugust 10, 1998 CITY COUNCIL AGENDA ITEM NO. 5 TO: MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: PUBLIC WORKS DEPARTMENT SUBJECT: RESOLUTION AUTHORIZING INSTALLATION OF STOP SIGNS ON MARGUERITE AVENUE AT SECOND AVENUE AND AT FOURTH AVENUE RECOMMENDATIONS: 1. Adopt a resolution requiring all traffic on Marguerite Avenue to stop at Second Avenue and Fourth Avenue, and 2. Direct staff to install a flashing red beacon on Marguerite for southbound traffic at Fifth Avenue. DISCUSSION: The residents on Marguerite Avenue between Coast Highway and Fifth Avenue have expressed concerns regarding traffic speeds and volumes on this street. These issues were discussed at a Traffic Affairs Committee (TAC) meeting in November 1997, and again at a special, evening TAC meeting on July 16, 1998. The residents on Marguerite Avenue requested the installation of STOP signs at Second Avenue and Fourth Avenue. There are STOP signs currently in both directions on Second Avenue and Fourth Avenue. The proposed installations would establish all -way STOP control at every intersection between Coast Highway and Fifth Avenue. The objective of these additional STOP installations is to reduce traffic volumes and speeds on Marguerite Avenue. The extent to which this objective will be met cannot be predicted. It should be understood that unwarranted STOP sign installations can lead to an increase in disregard by drivers of the STOP message. Experience in the field has also shown that STOP signs are not necessarily effective as speed deterrents. These factors were discussed with the residents at the TAC meeting. Traffic counts and speed measurements will be taken after the STOP installations and compared to recent data, to determine if the objectives have been met. Residents expressed concern that not all motorists travelling towards Coast Highway stop at Fifth Avenue. They requested that a flashing red light be installed to alert the drivers of the need to stop. Funds are available in Account No. 7181- 05200407, Miscellaneous Channelization and .Traffic Safety Improvements. Other potential "traffic calming" techniques were discussed with the residents to address their speed and volume concerns. However, given that Marguerite Avenue is designated as a Collector Arterial roadway on the City and County Master Plan of Highways, the residents' request for speed bump installation was not approved. The situation on Marguerite Avenue is similar, in some respects, to the continuing discussions pertaining to Santiago Drive, west of Irvine Avenue. Staff advised the residents that once the issues of "traffic calming" on a Collector Arterial are addressed on Santiago Drive, additional attention could be focused on Marguerite Avenue. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH REQUIRING VEHICLES TRAVELING ON MARGUERITE AVENUE TO STOP AT SECOND AVENUE AND AT FOURTH AVENUE WHEREAS, Section 12.36.010 of the Newport Beach Municipal Code provides that whenever any ordinance or resolution of this City designates and describes any intersection at which vehicles are required to stop at one or more entrances thereto, the City Traffic Engineer shall erect and maintain STOP signs at those entrances of each intersection where a stop is required; and WHEREAS, it has been determined that there is a need for intersection control on Marguerite Avenue at Second Avenue and at Fourth Avenue in the City of Newport Beach; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach, that the following described locations are hereby designated as locations at which vehicles are required to stop: On Marguerite Avenue at Second Avenue On Marguerite Avenue at Fourth Avenue BE IT FURTHER RESOLVED that the City Traffic Engineer be and hereby is directed to erect and maintain all necessary signs at the above locations.
