SUBJECT: USE OF CITY SEAL FOR HISTORICAL PLAQUE
BACKGROUND:
At the City Council meeting of January 26, 1998, the City Council passed a resolution that
designated the property at 700 E. Bay Avenue and 701 Edgewater, owned by Curt and Virginia
Ferberts, as a place of historical interest. The brick structure on this site was built in 1926 and
its original use was marine hardware store that operated the first marine railway in Orange
County, which was used to haul boats out of the water for painting and repair.
Since the marine hardware store closed in 1934, the property has been used for a variety of
purposes catering to the waterfront environment in downtown Balboa. The property has served
as a bath house, and during World War I1, the premises were donated to the U.S.O. After World
War 1I, the bay side of the building became a restaurant called "Pizza Pete ", which still exists
today. The inland side of the property has been the "Balboa Saloon" for the last 20 years.
In a letter to Council Member Noyes, dated October 16, 1998, Mr. Ferberts has requested the
City Council's pennission to use the City's Seal on a bronze or ceramic plaque depicting the
building as an historical site. Municipal Code Section 1.16.050 states in part that the City Seal
may not be used for other than City purposes "... without the express consent of the City Council
of the City of Newport Beach ". Attached to this report is Mr. Ferberts' letter of request and a
sample of the proposed design of the plaque. Mr. Herberts states that the Seal would be 2 to 3
inches in diameter.
RECOMMENDATION:
Approve the use of the City Seal on an historical plaque at 700 Bay Avenue and 701 Edgewater
per Municipal Code Section 1.16.050 and direct staff to work with the property owner on
securing the necessary facsimile of the Seal for the plaque.
