Harkless, City Clerk SUBJECT: UNSCHEDULED VACANCIES ON THE PLANNING COMMISSION. RECOMMENDATION 1. Declare two vacancies on the Planning Commission due to the election of Planning Commissioners to the City Council in both Districts 1 and 4. 2. Appointments by Mayor to Ad -Hoc Appointments Committee. a. Council Member b. Council Member C. Council Member 3. Direct the City Clerk to post and publish a Special Vacancy Notice requesting that applications be submitted by 4:00 p.m. on Thursday, December 17, 1998, and schedule the submission of the nominations to the Council on January 11, 1999 with the final appointment to be made on January 25, 1999. BACKGROUND Based on the uncertified election returns from the City's General Municipal Election held on Tuesday, November 3, 1998, Mr. Tod Ridgeway has been elected to represent District 1 and Mr. Garold Adams has been elected to represent District 4 on the City Council for a term of four years, thus creating two vacancies on the Planning Commission. Mr. Ridgeway was reappointed to a four -year term on the Planning Commission on June 24, 1996, which expires on June 30, 2000; and Mr. Adams was reappointed to a four -year term on June 22, 1998, which expires on June 30, 2002, therefore appointments will need to be made to fill their unexpired terms. Pursuant to Council Policy A -2, I have prepared a Special Vacancy Notice for posting and publication of the unscheduled vacancies (copy attached). As per the notice, applications will be accepted by the City Clerk's office until 4:00 p.m. on Thursday, December 17, 1998. At the close of the application period, I will forward the current applications on file, as well as any new applications, to the newly - appointed ad -hoc appointments committee for them to review and conduct any necessary interviews. The four nominations made by the committee will be forwarded to the full Council for confirmation on Monday, January 11, 1999 with the final appointment scheduled for Monday, January 25, 1999. NOTICE OF UNSCHEDULED VACANCIES THE CITY OF NEWPORT BEACH IS CURRENTLY ACCEPTING APPLICATIONS TO FILL THE FOLLOWING UNSCHEDULED VACANCIES: PLANNING COMMISSION (TWO SEATS) THE PLANNING COMMISSION MEETS ON THE THURSDAYS PRECEDING CITY COUNCIL MEETINGS AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS. APPLICANTS MUST BE RESIDENTS OF THE CITY, AND WILL SERVE UNTIL THE EXPIRATION OF THE UNEXPIRED TERMS. ONE OF THE TERMS EXPIRES ON JUNE 30, 2000 AND THE OTHER TERM EXPIRES ON JUNE 30, 2002. THE DEADLINE FOR FILING APPLICATIONS IS 4:00 P.M. ON THURSDAY, DECEMBER 17, 1998. THE APPOINTMENTS ARE SCHEDULED TO BE MADE ON MONDAY, JANUARY 25, 1999.
