TITLE: Budget Amendment to Accept a Check from the Friends of the Newport Beach
Library and Appropriate Funds to the Library's Fiscal Year 2015/2016 Maintenance
and Operation Budget
ABSTRACT:
Staff requests approval of Budget Amendment 16BA-005 to accept a check from the Friends of the
Newport Beach Library to enhance the Library collections and programs.
RECOMMENDATION:
Approve Budget Amendment 16BA-005 to increase revenue estimates by $205,000 in Account 0106052-
511080 (Friends of the Library Donations) and to increase expenditure estimates by the same amount in
Division 0106052 (Friends of the Library) and Division 01060604 (Literacy Services).
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $205,000 in additional revenue from a donation made
by the Friends of the Library and provides for an increase expenditures. The revenue will be posted to the
Friends of the Library Donations account in the Library Department, 0106052-511080, and the
expenditures will be charged to the various Library Accounts indicated below:
0106052-841004 (Programming) $ 55,000
0106052-841052 (Library Materials) $ 145,000
01060604-841004 (Literacy Programming) $ 4,000
01060604-841052 (Literacy Materials) $ 1,000

DISCUSSION:
A donation was received from the Friends of the Newport Beach Public Library in the amount of $205,000,
to be used to fund library materials and programs on the Library's Wish List for 2015/2016, and was
approved by the Board of Library Trustees. A facsimile of the original check is Attachment A.
The Friends mission is to enhance the excellent services that the City supports. This gift will augment the
Library collections at all locations, in all formats and for all age groups. The funds will also sponsor
programming for all ages such as Summer Reading, National Library Week, Imagination Celebration,
Young Adult programs and First Grade Visits.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality Act
("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in
Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
