Webb, Public Works Director- (949) 644-3330, dawebb @newportbeachca.gov PREPARED BY: Mark Vukojevic, Deputy Public Works Director/City Engineer PHONE: 949-644-3319, mvukojevic @newportbeachca.gov TITLE: Rehabilitation of the City's Radio Communications Tower ABSTRACT: The City owns and operates a 320-foot radio communications tower located at the City Utilities Yard in West Newport. The tower is a critical communications link used by the City for routine and emergency communications as well as by surrounding public safety agencies, for emergency communications. This tower has undergone a recent inspection and due to extensive corrosion is in need of immediate rehabilitation. A budget amendment is requested to expedite the process of funding the design and rehabilitation construction. RECOMMENDATION: Approve Budget Amendment No. 16BA-006 appropriating $400,000 for the rehabilitation of the City Radio Tower Rehabilitation Project from unappropriated fund balance. If approved, 80 percent will be funded by the 800 MHz Equipment Fund, 15 percent will be funded by the Water Fund and 5 percent will be funded by the Wastewater Fund. FUNDING REQUIREMENTS: The Budget Amendment appropriates $400,000 in increased expenditure appropriations from the Information Technology Replacement Fund unappropriated fund balance, 765-300000, to the City Radio Tower Rehabilitation Project, 76501-980000-16M13. The City is in discussions with the County of Orange to develop a cost sharing formula for this project. Staff will be meeting with County 800 MHz Governance Committee at their next meeting in October to request funding assistance. 18-1 DISCUSSION: In 2005, the City acquired the tower from Entravision Communications and the tower is a critical piece of the City's and County's radio communications network. This network provides strong radio signal coverage throughout the City for all City departments as well as for surrounding public safety agencies. The tower also provides a crucial communication link between many of the City's facilities. A recent detailed inspection utilizing specialized climbers and a drone mounted camera revealed that the structure has substantially deteriorated. The structural steel components and connections are in need of immediate replacement. City Staff has commissioned the design of the rehabilitation and is preparing the construction documents. Staff recommends that the tower be quickly rehabilitated and maintain the current site because of the cost and complicated regulatory environment to replace or relocate the tower. Preliminary estimates for manufacturing the tower replacement components, a temporary tower during the construction and the rehabilitation is estimated between $300,000 and $400,000 at this time. Staff will then bid the construction as a Capital Project this fall with the goal of completing the project this winter. ENVIRONMENTAL REVIEW: Staff recommends City Council find this action is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (Architectural and Engineering services is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
