BY PETER A BALASKAS ti 1 > A delegation from Newport Beau.visited Antibes in 2014. ore than 6,000 miles away,on the southern mast of France,there's a rose named after Newport Beach.In 1990,officials in Antibes,France—which is known infor- mally as the"rose capital'of Europe—announced the creation of this new flower honoring our beach community. Meanwhile, across the pond,Newport Beach leaders dedicated a rose garden in front of City Hall to the Mediterranean port village. This year,Newport celebrates the quarter-century milestone of its relationship with Antibes. ��- Managed through the Newport Beach Sister City Association(NBSCA),the partnership between the two cities allows locals to understand international lifestyles through student and business (( exchange programs,hosted stays and cultural awareness events. "In this era of citizen diplomacy and global understanding,our sister city programs become an excellent vehicle for expanding awareness of the world around us,"says NBSCA President Liddy ,.....° Paulsen."They provide opportunities for our city's citizens to participate in personal experiences with those of other cultures.' July 4th we visited Antibes Cathedral and Juan Les Pins Cathedral with Andrew and spoke to the Priest. CDM Madrigal Singers will be performing there on Feb 16 or 17. Not sure which Cathedral yet. July 4 we attended US Independence Day in Cannes, which featured a Parade along rue d'Antibes.Tex- Mex Dinner and music performed by the Regional Cannes Orchestra. They performed music by Glenn Miller, Gershwin, and Cole Porter. Featuring some dance performances also. Antibe Jumelage took us July 51h Trip to Menton by train and stayed there all day. Met up with Florence Lagache a teacher of English there. Willing to do a student exchange with Newport also. Visited Cocteau Museum in Menton. The city all turned out for the fish stew in celebration of a day for fisherman. We enjoyed the fish stew July 6 Mayor Pro Tern Diane Dixon arrived. We had her for lunch at our flat we rented. Jack and Melanie arrived in evening. July 7th celebration of 251h anniversary. Once Council member Alexia Missana arrived we were greeted with glass of champagne. Dinner with rose wine and after dinner a nice dessert and red wine. Performances of several country western dances and then Love boat dance along with a Hula dance. Diane presented a proclamation to Wolf Burg, President/Jumelate and Alexis Missana, City Council member. Jack Woodworth, student from Newport Harbor High school read it in French. Avery fun evening! July 8" Picasso Museum, and visited city hall July 9 took train and taxi to visit St Paul De Vence, 5:30 pm visited the Fire station and spoke to the 2 firemen who want an exchange program to happen with Newport Beach Fire dept. Capitaine Xavier WIIK and Marc Anfosso after meeting Dinner with Audouin Deputy Mayor and Alexia and Wolf Burg, President of Jumelage. Diane gave congratulations documents on 55 years of Jazz Juan festival and Happy Bastille Day in French to Deputy Mayor. July 10 Took train to Ventemille, Italy. Evening we went to a Lions club dinner on oceanfront. July 11 th Mayor Pro Tern Diane Dixon left. We had meeting teacher Sophie from Mont St Jean High School with Alexia Missana. We hope to start an exchange with this private school. 2009 last student exchange. We had an evening with Wolf. First, it is important to point out that this project does not commit either the Departmental Fire and Rescue (SDIS) of the Alpes-Maritimes or the fire and rescue center of Antibes directly, rather it is the members of the sports and social association of firefighters Antibes (ASSSPA), more commonly known as the Amicale. The stated objective is a professional and cultural exchange between French and American firefighters. By comparing techniques and operational procedures, and by being immersed in the heart of fire stations located in comparable cities in terms of population, the participants will enrich their "firefighter culture." The desire of the participants is to be in a real firefighter environment which will fully address the operational aspect. The ideal timing for a stay would be 5 to 10 days on site between May and October 2016 for a delegation of about 3 — 5 agents. We would like to focus on several specific areas in this exchange program: • Operational: • comparison of control techniques against forest fires • approach to urban fires • general and specific equipment by missions and by specialized sections • working conditions, protective equipment, procedures • Environment: c explore assigned sectors, with the risks and coverage provided • Management: o management of human and material resources To enable the greatest number to participate in an exchange of this order, several files are being prepared for European exchanges. Once in Newport Beach it would be interesting to stay in the fire stations and to participate in the life of local firefighters. By positioning ourselves in situ, the exchange will be even more rewarding. In return, the fire station barracks of Antibes is able to host a delegation from March to May 2016 for 3 -5 Newport Beach firefighters. In order to provide personal feedback for those unable to take part in the exchange, we would like to film and photograph the residence including any operational observation phases. This filming and photography will be used to create a film of the twinnage exchange that will be broadcast during an official ceremony at the barracks or other municipal events. The evaluation of the budget is in progress, including requests for grants from various institutional partners that should be done before the end of the summer. There are still some unknowns to be determined: o on site contacts • insurance conditions for the delegation (for use if the requested operational situations would be feasible) • administrative procedures for obtaining a US visa for this exchange • confirmation of accommodations in the Newport Beach fire stations I remain at your disposal for any further information. Newport hosts visitors frorn French sister city November 29, 2005 1 By By Elia Powers City Council will honor delegation from Antibes as cities celebrate 15 years of sisterhood.This week, Marie Atkins holds the key to conversation. The French-born Newport Beach resident will play a crucial role with a visiting delegation from Antibes, France. Atkins is the only fluent French-speaking member of the Newport Beach Sister City Assn., a collection of volunteers who coordinate events with the city's international partners. As the organization celebrates the 15th anniversary of the start of its relationship with Antibes, a city located on the southern coast of France, Atkins' role is well-defined. "I'm happy being a liaison and helping out with translation," said Atkins, vice president of the association and co-chair of the Antibes committee. "I've always been comfortable speaking with guests from different countries." When representatives from the two sister cities get together--which is at least once a year --the dialogue usually centers on how each delegation can get the most out of the partnership. And for the last two years, given the United States and France's political disagreements, a discussion of current events has been inevitable. "I have to be very diplomatic,"Atkins said. "When we started the Iraq War, I was caught in between the two sides. In a sister-city relationship, we go above and beyond the politics." Atkins said each city does its best to make the other feel welcome. When the Newport Beach delegation-- including Mayor John Heffernan, Councilman Don Webb and City Manager Homer Bludau--visited Antibes in July, they were greeted by an American flag and a rendition of"The Star Spangled Banner." At tonight's Newport Beach City Council meeting,Atkins said the French visitors will receive a similar reception. Heffernan is planning to read a proclamation noting the anniversary, and Atkins is prepared to read the words in French. "This is what makes you feel special when you visit a foreign country,"Atkins said. "It's protocol --these relationships have to involve reciprocity." The 10 Antibes officials were scheduled to arrive Monday and are staying through the weekend at a Fashion Island hotel. Their itinerary includes a trip on the Balboa Island Ferry, a tour of Hoag Memorial Hospital Presbyterian and a number of private dinners and receptions. The group will not include Antibes Mayor Jean Leonetti, whose involvement in the French Parliament has kept him at home. He is sending his wife, along with two top city officials and the head of tourism. Atkins, who has dual citizenship and speaks with a French accent, said she is looking forward to reuniting with friends in Antibes. Since 2000, Atkins and Antibes co-chair Fay Bosler have pressed for student involvement in the program. For all but one year, when the United States invaded Iraq, a group of Newport Beach high school students have made a spring trip to the French city of more than ioo,000 residents. In February, seven high school students and one teacher from Antibes traveled to Newport Beach. Cherri Myers, a Newport Beach Sister City Assn. board member, traveled with the Newport Beach delegation in July. No students attended that trip, but her son went to Japan as a 14-year-old student ambassador in 1997. "I like the cultural exchange," Myers said. "It was great having a student stay in the house." Karen Evarts, an association board member whose three children all have been to Japan through the exchange program, echoed Myers' sentiments. "It has been a real enrichment to our lives to have Japanese friends and French friends," she said. Last year,the association celebrated its loth sister-city partnership with Okazaki, Japan. Members of the local delegation traveled for a similar ceremony. The association is also developing partnerships with Cabo San Lucas and Ensenada, Mexico.
