The grant funding will be utilized to purchase disaster supplies and equipment to prepare the City for public health emergencies. RECOMMENDATION: 1. City Council accept the Point of Dispensing grant for $29,368.90. 2. City Council approve Budget Amendment 12BA -023, allocated from unappropriated fund balance the amount of $29,368.90, which was received in fiscal year 2010 -11 and appropriating those funds into the Fire Department 2355 -8213 account. FUNDING REQUIREMENTS: The Budget Amendment records and appropriates $29,368.90 in increased expenditure appropriations from unappropriated fund balance from revenues received from the Orange County Health Care Agency in fiscal year 2010 -11. The purchase will be expensed to the Fire Department 2355 -8213 account. DISCUSSION: In January of 2011, the City signed a Planning Services Agreement with the Orange County Health Care Agency (OCHCA) to plan and prepare for public health emergencies. Over the past year, we have written Point of Dispensing Plans (POD) for three sites in Newport Beach which include Oasis Senior Center, Saint Andrews Accept Point of Dispensing (POD) Grant Funds January 24, 2012 Page 2 Church, and Newport Harbor Lutheran Church. These detailed POD plans can be activated to provide medication and medical supplies to first responders and to the public. It is estimated that each POD site could provide initial prophylaxis to 40,000 people in the first 48 hours of exposure during a public health emergency such as an anthrax attack or a pandemic outbreak. The core function of a POD site is to provide vaccines and medications to a large number of persons during the onset of a public health emergency. The key to survival for most people is to provide antibiotics /vaccines before an individual shows any clinical symptoms. The POD plans describe the process of dispensing medications to a large number of people for prophylaxis of asymptomatic individuals as well as treatment of symptomatic persons. The plan also includes detailed site layouts, identifies city staff positions and assignments, and discusses the interaction between the City, the Orange County Health Care Agency, and the U.S Department of Health and Human Services. In exchange for writing the plans, the OCHCA provided pass- through grant funding to the City to purchase supplies and equipment for the POD sites. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
