HomeMy WebLinkAboutSS0 - Study Session AgendaIV NEWPORT BEACH CITY COUNCIL AGENDA STUDY SESSION COUNCIL CHAMBERS - 3300 NEWPORT BOULEVARD MAY 8, 2012 4:00 p.m. ROLL CALL - 4:00 p.m. CURRENT BUSINESS CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR. 2. UPDATE ON LOWER BAY DREDGING. The US Army Corps starts a long- anticipated Lower Newport Bay Dredging project this month. Public Works staff will present the scope of this important project — what will happen when, where, how and why. Included in the presentation will be the funding for the project, dredge disposal locations (including offshore at "LA -3" and at the Port of Long Beach) and anticipated hours of operation. Operational hours will be expanded at the start of the project to meet a June 30, 2012 deadline to dispose of some material in the Port of Long Beach. 3. BUDGET OVERVIEW. The public review of the City's proposed Operating and Capital Budget for Fiscal Year 2012 -13 starts with this Study Session item. The Finance Director and City Manager will present key issues within the proposed budget, seeking Council and public input on the document. Later in the month and into June 2012, the budget and related Capital Improvement Program will be finalized and adopted prior to the start of the July 1, 2012 fiscal year. PUBLIC COMMENTS (4:00 P.M.) Public comments are invited on Closed Session Agenda items as reflected in Item Il - Closed Session of the Regular Meeting agenda, and on non - agenda items generally matter jurisdiction of the Council. Speakers must limit comments t o please state your name for the record. ADJOURNMENT considered to be within the subject five (5) minutes. Before speaking, The City provides a yellow sign -in card to assist in the preparation of the minutes. The completion of the card is not required in order to address the Council. Speakers must limit comments to five (5) minutes on agenda items. The Council has the discretion to extend or shorten the time limit on agenda or non - agenda items. In addition, such writings and documents will be posted on the City's website at www.newoortbeachca.eov This meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to comment on agenda items before the City Council and items not on the agenda but are within the subject matter jurisdiction of the City Council. The City Council may limit public comments to a reasonable amount of time, generally either three (3) or five (5) minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, the City of Newport Beach will attempt to accommodate you in every reasonable manner.
