ROBYN GRANT'S UNEXPIRED TERM, WHICH ENDS JUNE 30, 2013
ARSTRACT-
Due to the appointment of Robyn Grant to the Board of Library Trustees, the City
Council must fill the position vacated by Ms. Grant on the City Arts Commission.
RECOMMENDATION:
a) Since the City Council made appointments to the City Arts Commission and other
Boards and Commissions at the June 26, 2012 City Council Meeting, waive
Council Policy A -2 relative to the procedures for handing unscheduled vacancies.
b) Appoint a new member to the City Arts Commission to fill the unexpired balance
of City Arts Commissioner Robyn Grant's term, which expires on June 30, 2013,
from the list of applicants that have an application on file with the City Clerk's
Office or any person that submits an application by 1:00 p.m. on Friday, July 20,
2012.
c) Make the appointment to the City Arts Commission at the July 24, 2012 City
Council meeting.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.

DISCUSSION:
Pursuant to City Council Policy A -2, in order to afford maximum volunteer opportunities,
appointees shall serve on only one standing City Board, Commission or Committee at
any time.
On June 26, 2012, the City Council appointed Robyn Grant to the Board of Library
Trustees. On June 28, 2012, Ms. Grant resigned her seat on the City Arts Commission
(Attachment A). Her term was scheduled to expire on June 30, 2013_ Pursuant to
Charter Section 702 (Appointment. Terms) and City Council Policy A -2, the City
Council's appointee to the City Arts Commission will serve Ms. Grant's unexpired term.
Pursuant to the Maddy Act and City Council Policy A -2, the City Clerk prepared and
posted an Unscheduled Vacancy Notice ( "Notice ") (Attachment B) on Thursday, July 5,
2012 in the City Clerk's Office and the Central Library. The Notice was also placed on
the City's webpage and will be published in the Daily Pilot on Saturday, July 14, 2012.
As per the Notice, applications will be accepted by the City Clerk's Office until 1:00 p.m.
on 1:00 p.m. on Friday. July 20, 2012. Any new applications will be forwarded to the City
Council for consideration. Current applications that are on file in the City Clerk's Office
are attached as Attachment C. In accordance with the Maddy Act and City Council
Policy A -2, the appointment to the City Arts Commission will not occur for at least 10
working days following posting of the Notice in the City Clerk's Office.
Currently, the applicants who have applications on file with the City Clerk's Office who
may be considered for appointment to the City Arts Commission are as follows:

A copy of said applications are attached hereto as Attachment B.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.

Ally decision to pursue panicipation on the Art Commission stems from my own core values as well as my family; historical h gacy.I am a
sixth generation Californian. And rece^zly l had the privilege of visiting the Reyes Adobe in Agoura Hills. My great great grandmother's
'amity built it in the mid 1800's.The sttuaure, restored in 2000, serves the students in the community and is a source ofgreat civic pride.
This tremerdous ci'i,c pride is also part of Newport Beach's culture. ) have been a resident over 27 years and I have been closely focused
on historical building research- i locate.'. the "Historical Resource Inventory o =` 61 properties, which was presented to Oty Council June 8,
1992. To my knowledge this inventory was never officially adopted by the city, and placed on the city reeister.
Mly sad discovery was that two homes built in 1909 and 1912 on Ocean Avenue in Corona Del Mar have since been demolished, likely
during the redl estate bubble. The current real estate downturn may accommodate the creation of a more thoughtful approach to future
preservation efforts. I believe the public sentiment supports this philosophy given the example of the Neutra Medical Arts building and
the restoration of Harbor High. I wou!d like an opportunity to put my focus, enthusiasm and dedication toward this worthy cultural goal.

Dear Council Members,
My biggest desire as a Arts Commissioner is educate about the importance of Art in an evolved society. My second focus is to help dose
the huge gap between the ans, government and the art business. That's why, for the last year. I am holding a monthly "Open Studio
Salon" event in to give citizens of OC the opportunity to meet artists and further the communication between artist, art business and
non - artist.
To create new collectors and patrons of the arts in NB one must help eliminate the elusiveness of the Arts by promoting art that people
can relate to and want to experience. In order to stimulate an interest In beauty and aesthetics, we need both, Classical Arts like
"Shakespeare in the Park" but also interactive community projects like "Margaret River Cow Parade" and /or painting a public building
with citizens participation like "Portraits of Hope".
I feel Newport Beach needs to focus on educating and actively exposing its citizens to as much art as possible while minimmng its
dependence on city funds. The more Newport Beach is known for art, the more it will benefit financially and in image from a synergy
with our surrounding cities Laguna Beach and Costa Mesa. My goal is to stimulate interest and involvement through av areness like a
children's art steward ship program and hands on art projects, thereby, we can create afuture where one can look back to a rich

I first learned about the Nev. port Beach City Arts Commission after meeting
Ms. Jana Barbier wnile applying to exhibit my art at the Central Library. Because
was more focused on promoting my career as a painter at that time, I didn't take
the time to learn about the Commission's function. Over the last 3 years of
exhibiti.-ig my art in Newport Beach at the Central Library, City Hail, Centennial
Celebration, and Celebraie Art OC, among cfher events, 1 became increasingly

Michaell Magrutsche's art career began as a struggle to find artwork to
!tang in his Newport Beach home. "I've always been Involved in creative
endeavors, but it - -as the lack of art that appealed to me while decorating
my new home that inspired me to begin painting," he says. The native
Austrian now has several of his own pieces that he rotates through his
home, which is also his working studio. "I need this reflection because it
uplifts me and keeps me confident in my ability," he adds. Magrutsche
specializes in °liminal abstract art, what he calls the space between
abstract and concrete. He credits his uncle the famous Austrian painter
Adolf Frohner, with teaching him the power of abstract. He says, "i ! •ant

'I try to be as concise as possible in expressing my inspirations. I love
colors and find their vibrancy and unusual combinations emotionally most
rewarding.
What I have learned from renowned artist and collec!ors is that one's
appreciation for a piece of art should in no way be diminished or minimized
by one's consideration for where the piece would be displayed. I believe
that a work of art must be capable of standing on its own, in which case it
fits in any surrounding.'
Over the years, Michaell's work has evolved into three avenues of
expression:
exploring the Ilminal: Michaell's primary inspiration falls into the
category, 'The Liminal - The Space In Between Abstract And Concrete.'
Typically, viewers are captured by the unique organic shapes and colors of
these pieces, resulting in their search for either a concrete or an abstract
image. One can often turn the pictures .n this group in any direction
providing a different abstract (i.e., 'Jumpy,' jumping from abstract to
concrete).

Corporate image and branding have never been more important
than in today's business worlG. The public spaces of a business are an
e^,Iension of that company's image. Each time a prospective customer
enters your lobby, reception area or corporate conference room, an
almost immediate impression of your business is created. Because such
first impressions can be so critical to your company's image, the
appropriate message must be conveyed. The proper utilization of art can
serve as an important tool in enhancing your image and personalizing
your public spaces.
The art displayed in your business should make a statement that'
your company is modern, open - minded, and creative. it should create an
uplifting effect on the workplace and demonstrate a human touch. This
can be accomplished by displaying eye - catching, engaging and bold
artwork. Unlike the typical business environment, art can be utilized to
express individuality and differentiate you from other companies. In the
majority of businesses today, €.rt has been relegated to the same status in
the decor as that of a lampshade or the drapes. Your art should attract
your visitor's attention, but not be viewed as an extravr:�ant or ego - driven
trophy. By emphasizing a bold piece of art, your visitor will receive an
enhanced image of you and your company, and they will be snore prone to

Today's method of displaying art in businesses is outdated. Most

use it as a mere component in their overall design. Since art is a personal
preference, relinquishing control to the interior designer, sacrifices an
opportunity to enhance your company's image. Art should be displayed
as a focal point of your d6cor and should be selected based on its
stimulating, thought - provoking aspects. Ar; should be capable of
standing on its own and it should make the design visible, instead of the
design hiding the art. Your art will then be noticed for its own unique
qualities and not viewed as an accenting element.
Art should serve as more than a diversion from the less pleasant
visible aspects of your office, suci. as computer cables. By displaying
bold art, you freshen your office atmosphere. Properly displayed art can
shift your guess and employees out of their daily monotony, and offer

also stimulate creative thinking and initiate conversation. By

The abstract painter eschews representational art because o� en the best
painting of a horse can never compete with a real horse.
Ile likes abstract art because it involves the viewer and is proactive.
"It's a lost cause to paint nature," Magrutsche. said.
"Michael" s upbeat Abstracts," a group of acrylic paintings on display at
Newport .Beach Central Library shows a developed sense of art by a second-
generation abstract painter.
Magrutsche, who was born in Vienna, Austria, grew up exposed to the art of
his uncle, Adolf Frobner, a famous Austrian abstract painter.
Despite the strong influence, Magrutsche said he found h)s own way.
FIe believes art should inspire and uplift.
"These days when I enter a room, i want to feel a painting -- I want its color
and design to grab me," Magrutsche said. "I am not an elitist artist -- either
you like it or you don't."

He likes to paint what he cads "limi :tal" abstracts, which means the vic�Ner
interprets the space between the lines and brings something of themselves to
the painting.
"I would like my paintings to stimulate the viewer in a wa% that his or her

possibilities," he said_
He also believes a painting should stand on it,- own, not the backdrop for a
new sofa.
He said he's seen a painting by Picasso in a baroque -style apartment ana in
the most modern of apartment decor. Either place the P. "casso is well placed.
The artist uses bold colors and simple forms.
"The color in a painting should grab you," he said. "I am inspired when
something grabs my attention. I find vibrant color and special color
combinations most rewarding.'

Have you ever passed up an opportunity to purchase a piece of art you love only
because you couldn't decide where you would display it? Maybe you felt it would
cash with your decor, or that it was not in proportion to your space. Conversely, have
you ever acquired a painting that you were indifferent towards simply because you
envisioned it fitting into the decor" Sadly, the acgcisition of art has degenerated into
this either /or decision based upon a piece's eventual display site.
Visual art must be capable of standing on its own. A piece of art should be an
extension or expression of one's self and, therefore, fit anywhere. Artwork should
have a profound meaning to you personally, or should touch your soul. If you
purchase art :hat does not meet these criteria, then i; is simply relegated to the staras
of one of the components of your interior design scheme, like a lampshade or the
drapes. If you truly love a certain piece, you should never have to consider how it
would fit into your decor. Buying art to blend witt. the decor will -tot only eventually
bore you, but does a disservice to the artist who wants h's pieces prominently
displayed.
Artists and art collectors, worldwide, rarely ask themselves where to display a
canvas. They will hang r painting wherever it maximizes their viewing pleasure.
Collectors' tastes -n art change, gust like their preferences in automobiles. They go
through different phases with each: artists, styles, or schools of art; and SUVs, sports
cars, or luxury sedans.

Over the past few decades, the relationship between buyer and art has
diminished. People are acquiring art to either satisfy their egos or as an investment.
.i hey focus on the "hot" artist of the day in order to flaunt their status, or they view
their acquisition as a commodity with an eye towards appreciation. Thi,_ results in
many purchasers failing to appreciate the wonderful properties and intrinsic values
that art possesses.
Sol the next time you consider a work of art, do not ask yourself where it will
fit. If a painting has an effect on you, display it with abandon. Remind yourself that
you are tyre custodian of a sliver of someone's soul expression to be handed down for
someone else's enjoyment. Let it serve as a reflection of who you are and, above all,
enjoy it!

Summarize why you wish to serve the City of Newport Beach on a board, commission or committee. Include any special qualifications
you have which are particularly appropriate to the position for which you are applying.
The Newport Beach Planning Commission addresses Issues of master planning, land subdivision, blight, zoning and land use. Having
practiced planning, urban design, landscape architecture and architecture over the past twenty years, I have a good understanding of
these very Issues. Consequently, believe that I would be able to exercise objective and well - informed judgement as it relates to these
matters. As a senior representative in several nationally recognized planning and urban design firms, my role, in part, has been to
evaluate and critique master plans, redevelopment plans and similar proposaK
Secondly, my family and I have made Newport Beach our long -term home and are very much interested in preserving and further
developing place and quality of life attributes. I believe that rnost all decisions that the Planningfnmmission makes impacts community
development concerns. As parents with two teenage daughters, we view the city from perspectives of safety, walkabllity, environmental
health and the quality of public spaces.
And last, as a city, a nation and even globally, we currently face severe economic and environmental challenges. Some believethat our
governments will need to playa major role In addressing these Issues. I believe that cities are most well- suited to lead, partly because
cities are of such a scale that they can readily effect change and act as role models. I believe that I can play an effecthre role in this effort
