CURRENT BUSINESS 1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR. (4:00 P.M.) 2. SHIPS TO REEFS PRESENTATION. (4:10 P.M.) A presentation by "California Ships to Reefs' about their efforts to set up a "regional system of artificial reefs along the California coast to improve and enhance the California fish, plant and marine ecosystem, and to enhance the tourism industry centered on fishing and diving." 3. REQUEST TO AMEND THE ORDINANCE REGARDING THE TAXATION OF HOTEL ROOMS. (4:25 P.M.) Visit Newport Beach, Inc. has suggested that the City exempt "comped" (complimentary) rooms given by hoteliers from the City's transient occupancy tax (TOT). Staff will present information about the financial impacts of the possible change, as well as what other cities do regarding comped rooms. 4. CHARTER UPDATE COMMITTEE DISCUSSION. (4:40 P.M.) At the direction of the City Council, the Charter Update Committee met over several public meetings in May and June 2012 to look at various sections of the City Charter that could be candidates for revision. This presentation will summarize their recommended changes. If the Council approves the changes, the recommendations would go next to the voters of Newport Beach. III. PUBLIC COMMENTS Public comments are invited on Closed Session Agenda items, as reflected in Item ll - Closed Session of the Regular Meeting agenda, and on non - agenda items generally considered to be within the subject matter jurisdiction of the Council. Speakers must limit comments to five (5) minutes. Before speaking, please state your name for the record. IV. ADJOURNMENT The City provides a yellow sign -in card to assist in the preparation of the minutes. The completion of the card is not required in order to address the Council. Speakers must limit comments to five (5) minutes on agenda items. The Council has the discretion to extend or shorten the time limit on agenda or non - agenda items. In addition, such writings and documents will be posted on the City's website at www.newoortbeachca.eov This meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to comment on agenda items before the City Council and items not on the agenda but are within the subject matter jurisdiction of the City Council. The City Council may limit public comments to a reasonable amount of time, generally either three (3) or five (5) minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, the City of Newport Beach will attempt to accommodate you in every reasonable manner.
