Receive and file report. Provide input as desired. FUNDING REQUIREMENTS: summary report of all contracts for FY 2010 -11 and FY 2011- Payments to recreational contractors > $120,000 were $159,671. DISCUSSION: independent Instructional and Recreational Contractors Council Policy F -14, Authority to Contract for Services, authorizes Department Directors to award and sign contracts with independent contractors for instructional, educational, cultural, or recreational purposes. The fees paid by the City are based upon either a percentage of fees collected by the City for a program or on a flat rate basis for tasks performed by the Contractor. Contracts for such independent contractors may be up to two years in duration. Per the Policy, should fees paid to any contractor exceed $120,000 during the term of the contract, the City Manager will give written notice to the City Council. We reported to Council the contracts for FY 2010- 11 at the June 12, 2012, Council meeting. Attachment "A" is a list of all such contracts entered into during Fiscal Year 2011 -12, including vendor, responsible department, purpose and contract amount. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
