Webb, Public Works Director- (949) 644-3330, dawebb@newportbeachca.gov PREPARED BY: Peter Tauscher, Civil Engineer PHONE: 949-644-3316 TITLE: Bonita Creek Park Synthetic Turf Replacement Project— Notice of Completion and Acceptance of Contract No. 6066 (CAP09-0066) ABSTRACT: On March 10, 2015, City Council approved the contract for synthetic turf material and installation with FieldTurf USA, Inc. of Calhoun, Georgia at Bonita Creek Park using the California Multiple Awards Schedule (CMAS) procurement program. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after acceptance by the City Council. The DGS manages and establishes costs for purchases through CMAS using competitive bid-and-offer processes from various product manufacturers, including those who specialize in synthetic turf. Through this state- managed CMAS competitive procurement and award process, public agencies are able to purchase products directly from the manufacturer using this system without undertaking a separate bid process. The large pool of public agencies participating in CMAS creates an economy of scale allowing manufacturers to sell in greater volume, passing the savings on to the participating agencies. Furthermore, the FieldTurfs CMAS contract states local agencies are not restricted by the state order limits and may establish their own limits. By replacing these fields with a synthetic turf system, it is estimated that the City will save 5.7 million gallons of water per year and experience very little down time. The Recreation Department anticipates the new fields will support a 30-percent increase in programmed activities. Furthermore, FieldTurf provides an 8-year manufacturer warranty on the synesthetic turf system. The contract provided for the purchase and installation of 157,354 square feet of synthetic field turf for Bonita Creek Park. The contract was completed to the satisfaction of the Public Works Department. A summary of the contract cost is as follows: Original Contract Amount: $ 764,436.00 Total Change Orders: $ 0.00 Final Contract Cost: $ 764,436.00 Furthermore, on March 13, 2015, staff received a letter from the Municipal Water District of Orange County (MWDOC) stating the City is eligible to receive $2.00 per every square foot of natural turf removed at Bonita Creek Park with a maximum rebate of $312,000.00. MWDOC has confirmed the final installation quantities and the City will receive the maximum reimbursement. A summary of the project schedule is as follows: Estimated Completion Date per September 2014 Schedule October 13, 2015 Project Awarded for Construction March 10, 2015 Contract Completion Date with Approved Extensions September 8, 2015 Actual Substantial Construction Completion Date September 1, 2015 6-2 ENVIRONMENTAL REVIEW: City Council found this project exempt from the California Environmental Quality Act ("CEQA") pursuant to Section 15302 (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). In addition, the City Clerk will be filing a Notice of Completion for the project as a result of this action.
