TITLE: Grand Canal Emergency Sand Maintenance Work — Award of Contract No. 6274
ABSTRACT:
Staff has received acceptable bids for the Grand Canal Emergency Sand Maintenance Work and is
requesting City Council approval to award the contract to Houalla Enterprises, Ltd., DBA Metro Builders &
Engineers Group, Ltd., of Newport Beach, California.
RECOMMENDATION:
a) Approve the project specifications and drawings;
b) Award Contract No. 6274 to Metro Builders & Engineers Group, Ltd for the total bid price of
$246,500.00, and authorize the Mayor and the City Clerk to execute the Contract; and
c) Establish an amount of $24,500.00 (10%) to cover the cost of unforeseen work not included in the
original contract scope of work.

DISCUSSION:
The sand embankments along both the east and west Grand Canal seawalls were last restocked and re-
profiled in Spring 1999 as a part of the Canal dredging project. Through a recent site inspection, staff has
found that the sand has sloughed from the established +5.00 MLLW "shelf' which was an integral
component of the structural design of the walls, leaving the lower section of the seawalls exposed and
vulnerable throughout the length of the Canal.
Given the age of the existing seawalls, the unknown deterioration of the tieback systems, the expected "EI
Nino" winter storms, the recent site inspection and recent review of the structural design of the walls, staff
has determined that immediate emergency work is necessary to protect life and property through the
restoration of sand along the bottom of the seawall to maintain the seawall stability. Accordingly, staff
prepared the project documents for a contractor to obtain and transport available angular sand from the
area at the base of the Santa Ana River to restore the 4-foot-wide compacted "shelf' and the 5WA H incline
in front of the seawalls along the length of the 1,525'+/- Grand Canal. Provisions for delineating and
protecting the existing eelgrass within the Grand Canal were made a part of the bid schedule. Temporary
midday sidewalk closures along the Grand Canal may be needed by the contractor as part of this work.
Since +3.00 or lower tides will not be readily available during normal construction hours over the next few
weeks, the contract specifications for this project only provide the contractor with the flexibility to work until
sunset Monday through Saturday to encourage timely completion.
At 10:00 a.m. on September 16, 2015, the City Clerk opened and read the following bids for this project:

The low total bid amount received is approximately 3% below the $255,000.00 Engineer's Estimate. The
low bidder, Metro Builders & Engineers Group, Ltd (Metro), possesses a California State Contractors "A"
License, as required by the project specifications. A check of Metro's references indicated satisfactory
completion of public works projects for the City and other public agencies.
Pursuant to the Contract Specifications, Metro is allotted 16 working days (with a minimum of three
continuous hours of +3.00 or lower daytime tides) to complete the Project. A $5,000 per calendar day
liquidated damages assessment will be applied in case of late completion.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California Environmental Quality Act
("CEQA") pursuant to Section 15301 (minor alteration of existing public facilities with negligible expansion)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to
have a significant effect on the environment and pursuant to Section 15304 (g) whereby maintenance

dredging where the spoil is deposited in a spoil area authorized by all applicable state and federal
regulatory agencies.
NOTICING:
This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
