The parties began meeting and conferring in good faith on wages, benefits and other terms and conditions of employment on April 1, 2015, and reached a Tentative Agreement on the terms of a successor MOU on September 8, 2015. Consistent with City Council's goal of providing greater transparency in the negotiations process and disclosure of the costs of labor contracts, the Tentative Agreement is being presented to allow time for public review and comment. The complete MOU, for the period January 1, 2015 through June 30, 2018, will be presented for City Council consideration at the October 13, 2015 regular meeting. RECOMMENDATION: Receive and file. FUNDING REQUIREMENTS: The estimated cost of the contract with the Police Management Association is provided in Attachment B. The cost in year one is estimated to be $293,300, which can be accommodated in the adopted FY2015-16 budget. DISCUSSION: The Newport Beach Police Management Association represents 33 full-time police management staff in the classifications of Police Sergeant, Police Lieutenant and Police Captain (the Captain classification is not currently active or budgeted). Employees in these positions are responsible for assisting the Police Chief in managing the Police Department's nearly 250 employees. Representatives for the City and the Police Management Association began negotiations on April 1, 2015. The parties met eight times before a Tentative Agreement was reached on September 8, 2015. 12-1
