TITLE: Budget Amendment to accept a check from the Newport Beach
Public Library Foundation and appropriate funds to the Library's
fiscal year 2012/2013 maintenance and operation budget

Staff requests approval of a budget amendment to accept a check from the Newport
Beach Public Library Foundation to promote Library services, enhance Library
collections and technology and to upgrade the Branch Libraries collections to Radio
Frequency Identification.
RECOMMENDATION:
Approve a Budget Amendment to increase revenue estimates by $220,000 in Account
4090 -5893 (Library Foundation Donations) and to increase expenditure estimates by
the same amount in Division 4090 (Library Foundation Donations) and' Division 4060
(Literacy Services)
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $220,000 in additional revenue from
a donation made by the Newport Beach Public Library Foundation in increased
expenditure appropriations. The revenue will be posted to the Library Foundation
Donations account in the Library Department, 4090 -5893, and the purchase will be
expensed to the Library Accounts indicated below:
4090 -8200 (Special Dept. Supplies) $ 10,500
4090 -8260 (Library Materials) $ 22,500

DISCUSSION:
A donation from the Newport Beach Public Library Foundation in the amount of
$220,000, intending to fund library materials and equipment on the Library's Wish List
for 201212013, was approved by the Library Board of Trustees on May 7, 2012. A
facsimile of the original check will be presented to City Council on September 25, 2012.
This gift money will promote Library Services, expand technology with tablet computers
for public use, enhance the eBook collections and upgrade the Branch collections to
Radio Frequency Technology. The donation will allow the Library to benefit from
training and collaboration with a membership in the Urban Library Council. In addition,
this donation helps to support the Library Literacy program.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQX) pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
