Cassidy, Deputy City Manager /HR Director 949- 644 -3303, tcassidy (&newportbeachca.gov PREPARED BY: Maggie Williams- Dalgart, Human Resources Analyst APPROVED:ZC \L TITLE: Supplemental to Agenda Item No. 15, Executive Management Classification and Compensation Study ABSTRACT: The amended Recommendation completes City procedures by asking City Council to formally establish salary ranges for the Executive Management group through adoption of a resolution. Two options are provided for the City Council's consideration: adopting ranges at the market 50th percentile or 60th percentile. RECOMMENDATION (AMENDED): 1) Review the results of Fox Lawson & Associates (FLA) classification and compensation study and determine whether to establish ranges for Executive Management at either the FLA recommended 50th or 60th percentile; 2) Modify the Key and Management Compensation Plan by adopting Resolution No. 2012 -loo establishing Executive Management salary ranges at the market 50th percentile (Attachment A), OR adopt Resolution No. 2012 -100 establishing Executive Management salary ranges at the market 60th percentile (Attachment B), with or without an accompanying merit -based incentive program for the specified 14 positions; ' This action will not result in any change in costs at this time, but rather, would grant the authority to the Council or City Manager (depending upon the supervisory chain of command) to adjust compensation at the appropriate date via the appropriate mechanism (one -time bonus, etc) if earned on the basis of merit. Resolution No. 2012 -109 Executive Ranges at the Market 60th Percentile Management Salary Management Salary Attachment A RESOLUTION NO. 2012- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADOPTING SALARY RANGES FOR NON - REPRESENTED EXECUTIVE MANAGEMENT EMPLOYEES WHEREAS, Newport Beach Municipal Code Section 2.28.010 authorizes the City Council of the City of Newport Beach ( "City ") to establish terms of employment, including compensation and benefits, for City employees; WHEREAS, the City Council has previously established compensation for non - represented Executive Management employees through adoption of the Key and Management Compensation Plan; and WHEREAS, the City retained Fox Lawson & Associates, a qualified consulting firm specializing in public sector compensation and classification, to recommend a classification and compensation structure for Executive Management in accordance with City Council Compensation Philosophy, Resolution No. 2011 -55; WHEREAS, Fox Lawson & Associates concluded the study of Executive classification and compensation and provided options for City Council consideration; WHEREAS, the City Council of the City of Newport Beach desires to modify the Key and Management Compensation Plan and establish salary ranges at the market 50th percentile for non - represented Executive Management employees upon adoption of this resolution. NOW, THEREFORE, the City Council of the City of Newport Beach does hereby resolve as follows: 28666& 1: Salaries for non - represented employees included in the Executive Management group shall be as reflected in Exhibit "A ", attached hereto and incorporated by reference. Section 2: Any resolution or action in conflict herewith, whether by minute action or resolution of the City Council heretofore approved, is hereby repealed. Section 3: The City Council finds the adoption of salary ranges for Executive Management employees is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Section 4: This resolution shall take effect immediately upon its adoption by the City Council and the City Clerk shall certify the vote adopting the resolution. ADOPTED this day of 2012.
