TITLE: Adopt Resolution for Street Sweeping Parking Restrictions on
Bayview Way from Jamboree Road to west street end
ABSTRACT:
To effectively sweep Bayview Way, staff recommends implementation of street
sweeping parking restrictions from Jamboree Road to the west street end.
RECOMMENDATIONS:
1. Rescind Resolution 2010 -111.
2. Adopt Resolution 2012 - 3 establishing "NO PARKING' restrictions for street
sweeping on Bayview Way from Jamboree Road to west street end.
FUNDING REQUIREMENTS:
Funding for this project will be under $2,000 and will be funded within the current
Maintenance and Operations budget.
DISCUSSION:.
Staff has determined that a section on Bayview Way from Jamboree Road to the west
street end is not in the current Council Resolution establishing "No Parking" restrictions
to facilitate street sweeping. To effectively operate street sweeping along this section of
Bayview Way, staff recommends restricting parking on the north side of Bayview Way
on Thursdays from 8:30 a.m. to 11:30 a.m and on the south side on Fridays from 8:30
a.m. to 11:30 a.m. Exhibit A shows the limits of the proposed parking restrictions.

Upon Council approval of this Resolution, Municipal Operations Department will post
appropriate signs establishing the street sweeping parking restrictions. Once the signs
are in place, the Police Department will enforce the area as posted. To help transition
to the new street sweeping parking restrictions, warnings will be issued to violators for
the first two weeks after the signs are installed.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

RESOLUTION NO. 2012-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING "NO PARKING"
RESTRICTIONS ON DESIGNATED STREETS ON SPECIFIC DAYS
AND TIMES TO IMPROVE STREET SWEEPING EFFECTIVENESS
AND RESCINDING RESOLUTION NO. 2010 -111
WHEREAS, Section 12.44.150 of the Newport Beach Municipal Code provides
that the City Council shall by Resolution designate streets or portions of streets on which
the parking or standing of vehicles is to be prohibited. The City Council shall designate in
the Resolution the days of the week and the exact hours during which such prohibition
shall be in effect; and
WHEREAS, the City Council has determined that it is reasonable and in the public
interest to prohibit parking of vehicles at certain times and in certain areas of the City in
order to effectively operate the City street sweeping program;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that parking of vehicles shall be prohibited between the hours of 8:30 A.M. to
12:30 P.M. on the following days and in the following areas:
