The committee members believe more work is needed toward bicycle safety and education. RECOMMENDATION: 1. Review, receive and file the Citizens Bicycle Safety Committee's 2011 report on committee activities. 2. Reauthorize the Citizens Bicycle Safety Committee and extend its term until January 10, 2013. 3. Direct the City Clerk to treat the committee positions as unscheduled vacancies and advertise and invite members of the public to apply to be appointed to the committee. 4. Establish an ad hoc appointments committee consisting of Council Members to review committee applications. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: The Citizens Bicycle Safety Committee was formed in late 2010 to help promote bicycle safety, education and awareness. Resolution 2010 -99 established the committee and included stipulations related to the duties, composition and term of the committee. The Citizens Bicycle Safety Committee Annual Report, Committee Reauthorization, and Committee Member. Appointments January 10, 2012 Page 2 resolution calls for the committee to be reviewed annually by the Council, to submit a report to the Council on committee activities, and for each committee member to be appointed to a one -year term, with an option to be reappointed for up to four years. Attachment A is the committee's annual report to Council which provides 'an overview of the committee's progress toward achieving the duties set forth by the Council in 2010. The committee has accomplished some of its goals, but its members believe further work is needed to build a solid foundation of bicycle awareness and safety in Newport Beach. The committee has developed a list of potential future projects (included in the report) such as creating a Capital Improvement Program for bicycle improvements and creating a Community Bicycle Strategic Plan. Staff recommends that the Council reauthorize the Citizens Bicycle Safety Committee and extend the term of the committee for an additional year. Pursuant to Council Policy A -2, should the Council approve the reauthorization, it would then need to direct the City Clerk to treat the committee positions as unscheduled vacancies and advertise and accept applications from interested citizens. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) -(the activity will not result in a direct or reasonably foreseeable indirect physical 'change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). CBSC Report on Committee Accomplishments TO: Newport Beach City Council FROM: Citizens Bicycle Safety Committee REPORT ON COMMITTEE ACCOMPLISHMENTS December 2011 The Citizens Bicycle Safety Committee (committee) held its first meeting on December 6, 2010 and has met monthly since then. In the creation of the committee, the City Council set out a number of tasks for the committee. This is the annual report to the Council on accomplishing those tasks. The following are the activities prescribed: Produce an updated Web -based map that would include facilities, safety information, points of interest, mileage and family friendly routes. a. The draft final map is available on the City's Web site for comment. 2. Jointly develop and implement a plan to provide student bicycle safety outreach with the Newport Unified School District (NMUSD). The committee recommended the police department host bicycle rodeos at local schools, and the Newport Beach Police Department (NBPD) has put on four (4) of these to date. The committee is studying the area between Newport Harbor High School and Ensign Middle School to identify ways to encourage safe bike riding to and from school. Develop and implement programs to educate and promote safety and encourage bicycle use for health, recreation and alternative transportation. a. A new brochure has been created. b. Our regularly scheduled meetings are well attended by the general public where new information is widely disseminated. The local news media report to the broader community the latest news regarding bicycle matters. The O.C. Wheelmen, O.C. Bicycle Coalition and Charlie Gandy of Long Beach have presented at our meetings. c. We have conducted outreach on sharrows to the Corona del Mar Business Improvement District and the Corona del Mar Residents Association. d. Harbor Day School was contacted to ensure bike safety during student pickup. e. At the request of the committee, City maintenance vehicles that park in bike lanes will now put out cones as a safety measure. The City is working with the Newport Coast master association to get a similar plan implemented there for other non -City maintenance vehicles. f. Our recommendation to the police department resulted in significant outreach and a meeting with the bicycle community hosted by the NBPD at the Oasis Center. g. We have hosted one bicycle ride and are in the process of planning another bicycle event, seeking the collaboration of the Orange County Transportation Authority. 4. Review the City's Bicycle Facilities network and provide input to City staff on maintenance. a. The committee has provided recommendations for clarifications and modifications including a restriping at Castaways. b. As a result of our regularly scheduled meetings and public comments, potholes have been filled, bumps have been leveled, raised pavement markers removed and trash /refuse removed. In addition, there is now a feature on the City's Web site for reporting road hazards. c. There is new downhill signage on Newport Coast roads with heavy bicycle usage. Review the City's Bicycle Master Plan and provide recommendations to City Council for modifications and additions. a. Our recommendations were recorded and will be considered as part of any future General Plan Amendment or Update. Review and prioritize the 18 recommended projects from the Task Force on Bicycle Safety Final report dated May 11, 2010, including potential locations for bicycle racks to promote bicycle usage. a. As a result of the committee's work striping modifications are being pursued by the City along Coast Highway. b. City staff is engaged with Caltrans to alter striping and signing along Newport Coast Road near the SR -73. c. The committee has made recommendations to the City Council on the location and type of bike racks for public locations. There were City staff and project costs related to the committee's accomplishments. For the 2011 calendar year, these costs (all are approximate) included: Proiects Trail, Pavement Marker and Signage Improvements $7,000 expended Striping and Signage Modification (mid - January 2012) $40,000 encumbered Project Cost Total $47,000 Staff Time (toward project execution and committee support) Police Dept. $3,500 Public Works Dept. $43,000 City Manager's Office $4,500 Staff Cost Total $59,000 In one year, the committee has accomplished a number of its goals, but we feel we need further time to consolidate our efforts and ensure a solid foundation of bicycle awareness and safety for the future. Potential future projects include creating a Capital Improvement Program for bicycle improvements; creating a Community Bicycle Strategic Plan which is crucial for obtaining state grants; finalizing the City's bicycle map; working with the school district to develop safer routes to school; and soliciting input for a Complete Streets program. Much of this work can be done by building on what other cities have done and using their templates, reducing the need for staff time. 3 PROOF OF PUBLICATION STATE OF CALIFORNIA) ) SS.
