RECOMMENDATIONS: 1. Approve the West Newport Landscaping Revitalization Project Conceptual Plan and direct the staff to include the project for consideration in upcoming Capital Improvement Program prioritization and budgeting reports, deliberations and actions. 2. Provide direction to staff on supplemental CAP recommendations listed on Page 4 of this report. FUNDING REQUIREMENTS: There is no fiscal impact related to approval of this concept plan. However, subsequent implementation actions considered as part of the upcoming Capital Improvement Program budget could include detailed design costs of approximately $1.1 million and construction costs preliminarily estimated to be $7.4 million to implement the entire project. West Newport Landscape Revitalization Project January 10, 2012 Page 3 The attached Conceptual Plan reflects the input and deliberations of the CAP and testimony received from the public during four noticed public meetings / working sessions conducted from August to December 2011 (Attachment CC -1). CAP and Ad -Hoc Neighborhood Revitalization Committee Actions On November 9, 2011, the CAP approved a recommended Conceptual Plan for the Balboa Boulevard segment. At its December 14, 2011 meeting, the CAP approved the recommended Conceptual Plan for the West Coast Highway and Superior Avenue segments, prioritized the list of suggested project improvements, and approved a list of additional recommendations for actions in the West Newport area beyond those detailed in the plan. The CAP also voted to pass all recommendations on to the Ad -Hoc Neighborhood Revitalization Committee for the Committee's consideration. Following the CAP's actions, the Ad -Hoc Neighborhood Revitalization Committee voted at its December 15, 2011, meeting to recommend Council adoption of the Conceptual Plan and that Council includes consideration of the Conceptual Plan and list of prioritized projects as part of the upcoming Capital Improvement Program budget deliberations. Conceptual Design The West Newport Landscaping Revitalization Conceptual Plan recommendations formulated by the Citizen Advisory Panel apply to three street segments: 1) Balboa Boulevard from West Coast Highway to 22 "d Street, 2) West Coast Highway from the Santa Ana River to Newport Boulevard, and 3) Superior Avenue from Ticonderoga Street to West Coast Highway. The project's Landscape Architects — David Volz Design — worked with the CAP and City staff to create a conceptual plan for each segment that reflected the unique characteristics of the areas and neighborhood, improved the aesthetic for residents and visitors, accommodated concerns and preferences related to parking and safety, and acknowledged existing constraints. The CAP's priorities for each of the three segments included (but were not limited to): Creating an iconic gateway entry as West Coast Highway enters Newport Beach at the Santa Ana River; Using landscape elements that would be appropriate to the higher speeds of the West Coast Highway segment; Recognizing the West Coast Highway / Balboa Boulevard intersection as the "gateway" to the West Newport neighborhood and the creation of a landscape and signage plan specifically for the intersection; Screening of the fast -food drive - through lane that is also sensitive to the visibility needs of the retail site; 3 West Newport Landscape Revitalization Project January 10, 2012 Page 4 • "Greening" of Balboa Boulevard through median expansion and planting, parkway and bulb -out planting (tree islands), green screens at curb and residential walls (where possible and appropriate); • Improving pedestrian experience along Balboa Boulevard; • Providing a more visually appealing alternative to the K -rail on West Coast Highway and Superior Avenue; and • Preserving views for properties above the Superior Avenue segment. The CAP's recommendations were prepared to a level of detail appropriate to conceptual planning documents. Additional levels of engineering, design, analysis and public review — including possible coordination with other public and regulatory agencies — would be expected prior to final design and implementation. While not specifically tasked with considering a budget for the projects, the CAP, City staff, and Landscape Architects were mindful of existing landscape and hardscape investments in the area and the life -cycle cost of various improvement alternatives. The concept plan documents include schematic, rendered and photo - simulated design views; sample planting, hardscape, and furnishing palettes; and descriptive narratives for the major elements within the street segments. The conceptual plan documents are included as Attachment CC -1. Supplemental Recommendations In addition to the formal recommendations contained in the conceptual plan documents, several recommendations for items that could be considered for additional future action were recorded during the committee discussions and public comment periods of the CAP and Ad- Hoc Committee meetings. The following list summarizes those supplemental recommendations: 1. Pursue undergrounding of overhead utility lines. 2. Consider the addition of decorative streetlights for Balboa Boulevard. 3. Consider alternative art work at the base of Superior Avenue and West Coast Highway. 4. Explore opportunities to include additional public art elements in the area. 5. Improve public safety by reviewing possible improvements to crosswalks and enhanced traffic calming measures for Balboa Boulevard. 21 West Newport Landscape Revitalization Project January 10. 2012 Page 5 6. Review sidewalk steam cleaning maintenance frequency. 7. Pursue all available funding sources (local, regional, state) for improvements contained in the plan. 8. Review Lido Village plan to ensure compatibility with the West Newport conceptual plan. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. The adoption of a conceptual plan does not authorize any specific development or project and the conceptual plan only provide non - regulatory design guidance for future projects that would be subject to CEQA. Projects funded as a result of this West Newport Landscaping Conceptual Plan may be subject to environmental review.
