RECOMMENDATIONS: 1. Approve the Santa Ana Heights - Bristol Street South Landscaping Conceptual Plan and include the design & construction of the project for consideration in upcoming Capital Improvement Program prioritization and budgeting reports, deliberations and actions. 2. Provide direction to staff on supplemental CAP recommendations listed on Page 3 of this report. 1 Santa Ana Heights - Bristol Street South Landscape Revitalization Project January 10, 2012 Page 2 FUNDING REQUIREMENTS: There is no fiscal impact related to approval of this concept plan. However, subsequent implementation actions considered as part of upcoming Capital Improvement Program budget could include the following costs: Construction Document Preparation: $28,000 Construction: $500,000 Additional Annual Maintenance: $20,400 per year DISCUSSION: Public Participation The City Council's Ad -Hoc Neighborhood Revitalization Committee created a two - member Citizen Advisory Panel to guide the development of the Santa Ana Heights - Bristol Street South Landscaping Revitalization Conceptual Plan and to encourage public participation in the process. The attached Conceptual Plan reflects the input and deliberations of the CAP and testimony received from the public during two noticed public meetings / working sessions conducted during August and September 2011. CAP and Ad -Hoc Neighborhood Revitalization Committee Actions At its August 17 and September 21, 2011 meetings, the CAP considered input from the project's Landscape Architect — Harry Kobzeff of TCLA, Inc. — and testimony from members of the public regarding suggestions for improving the appearance of the southbound segment of Bristol Street between Irvine Avenue and Jamboree Road. Following the September 21, 2011 meeting, one of the two CAP members suggested to the City that the concept plan was developed sufficiently to proceed without additional CAP participation; therefore, no additional CAP meetings were held. Following the conclusion of the CAP process, the Ad -Hoc Neighborhood Revitalization Committee voted at its December 15, 2011 meeting, to recommend Council adoption of the Conceptual Plan and recommended that Council include consideration of the Conceptual Plan as part of the upcoming Capital Improvement Program budget deliberations. 2 Santa Ana Heights - Bristol Street South Landscape Revitalization Project January 10, 2012 Page 3 Conceptual Design The Santa Ana Heights — Bristol Street South Landscaping Revitalization Conceptual Plan recommendations apply to the stretch of southbound Bristol Street between Irvine Avenue and Jamboree Road. The project's Landscape Architects - Harry Kobzeff of TCLA, Inc. — worked with the CAP and City staff to create a conceptual plan that reflected the unique characteristics of the area and neighborhood, improved the aesthetic for residents and visitors, acknowledged existing constraints, and coordinated with the landscape elements of the Santa Ana Heights Specific Plan. The CAP's priorities for the conceptual plan included (but were not limited to): • Recognition that the area is a high - visibility gateway to Newport Beach; • Taking a holistic approach that would incorporate existing elements, plant and hardscape palettes within the Santa Ana Heights area that have been utilized in previous projects including the Fire Station #7 and Mesa -Birch Park so as to reinforce the identity of the area; and The use of phasing and pocket improvements that would have an immediate impact on street revitalization on both sides of Bristol Street; The CAP's recommendations were prepared to a level of detail appropriate to conceptual planning documents. Additional levels of engineering, design, analysis and public review — including possible coordination with other public and regulatory agencies — would be expected prior to final design and implementation. While not specifically tasked with considering a budget for the projects, the CAP, City staff and Landscape Architect were mindful of existing landscape and hardscape investments in the area and the life -cycle cost of various improvement alternatives. The concept plan documents include schematic, rendered and photo - simulated design views; sample planting, hardscape, and furnishing palettes; and descriptive narratives for the major elements within the street segments. The conceptual plan documents are included as Attachment CC -1. Supplemental Recommendations In addition to the formal recommendations contained in the conceptual plan documents, several suggestions for items that could be considered for additional future action were recorded during the committee discussions and public comment periods of the CAP and Ad- Hoc Committee meetings. The following list summarizes those supplemental recommendations: 1. Increase Code Enforcement activities in the commercial areas on the south side of Bristol Street to ensure compliance with City policies and ordinances related to signage, temporary banners, uses, etc. 3 Santa Ana Heights - Bristol Street South Landscape Revitalization Project January 10, 2012 Page 4 2. Consider adding similar hardscape elements to the Bristol Street North Landscape plan to coordinate with those contained in the Bristol Street plan (but without delaying the implementation of the Bristol Street North plan). 3. Bristol Street west of Irvine Avenue, although outside of the Newport Beach city boundary, is visually blighted and a perceived part of the gateway to the City. Consider coordinating with other public agencies to extend the Bristol Street plan improvements tc include that segment. 4. Use the new Conceptual Plan for landscape guidance as redevelopment of private properties on the south side of Bristol Street occurs. Staff notes there are no prescribed landscaping requirements for private properties on Bristol Street within the Santa Ana Heights Speck Plan; however, if approved. staff will ensure redevelopment projects implement plant palettes consistent with this Conceptual Plan. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA') pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. The adoption of a conceptual plan does not authorize any specific development or project and the conceptual plan only provide non - regulatory design guidance for future projects that would be subject to CEQA. Projects funded as a result of this Santa Ana Heights - Bristol Street South Landscaping Conceptual Plan may be subject to environmental review.
