HomeMy WebLinkAbout(1979, 10/01) - A-9 - AmendedA -9 10/1/79 CITY COUNCIL COMMITTEES City Council Ad Hoc and Standing Committees: With the exception of the City Council Appointments Committee, which will consist of three council- men, all other City Council ad hoc and standing committees will consist of only one or two members of the Council to make committee meeting scheduling less cumbersome and to permit the Mayor, or in his absence, the Vice Mayor to participate in committee deliberations as ex- officio members with full voting rights. The Mayor will appoint members to Council ad }roc and standing committees, and will appoint the chairman of these committees. City Council ad hoc or standing committees wilt be reviewed by the full Council and implemented by repealing the prevailing enabling resolution and adopting a new enabling resolution incorporating work tasks and any special procedural requirements that should govern the lommittee's conduct of its affairs. All City Council ad hoc committees will expire in accordance with a "sunset clause," and the City Council when creating a Council ad hoc committee shall designate a date dertain when the committee's work is reasonably anticipated to be completed. pon that date, unless terminated sooner by act of the City Council, the committee will automatically cease to exist and can be deleted from the City Co ncil Committee roster unless its life is extended by formal action of the City ouncil. Citizens Advisor Committees: All Citizens Advisory !Committees will be appointed by the Council upon the recommendation byeach Councilman and will serve at the pleasure of the recommending Councilman; with the exception of the Highway Action Team, whose membership shall be appointed by the Mayor; members shall be residents of the City of Newport Beach. With the exception of the Building Code Board of Appeals Committee, the Technical Oil Advisory Committee, the Local Coastal Planning Advisory Committee and the Highway Action Team, all other Citizens Advisory Committees' membership shall consist of fourteen citizens; two nominations to be made by each individual Councilman. Appointments will be made on an annual basis from January 1 to December 31 (or any portion thereof) and may be renewed at the pleasure of the Council upon recommendation by each Councilman. All Citizens Advisory Committees will expire in accordance with a "sunset clause," which will specifically set the expiration date at the time the committee is constituted. Upon that date, unless terminated sooner by act of the City Council, the committee will automatically cease to exist and can be deleted from the City Council Committees' roster unless its life is extended by formal action of the City Council. One or two members of the Council will serve as a liaison on each of the Citizens Advisory Committees, with exception of the Highway Action Team. Brown Act applies to all advisory commissions, advisory committees, or advisory bodies of the City Council created by charter, ordinance, resolution, or other formal act of the City Council, all meetings of such advisory commissions or committees must be held within the City of Newport Beach and must be open to the public. Advisory Com- mittees shall establish rules of conduct of their business and the time and place for holding such regular meetings. Committee meeting location to be designated by the committee shall be in a location, preferably in a public building that would provide maximum accessibility for the public. Committee Reports: During th.q study session at the first regular meeting of the month, all City Council Standing Committees and Liaisons to Citizens Advisory Committees will repor% to the City Council and will be agenda item one; City Council Ad Hoc and ReXresentatiVes to Joint Governmental Commit- tees will be agenda item two. These reports may be verbal or writ en an will cover the status of the committee's work, timing, and any di icuties which should be brought to the attention of the full Council. Annual Review: In October of each year, a City Council and City Manager shall review the Boards Commissions and ittees Manual for any needed additions, changes or deletions deemed a ro iate at the time. The Manual shall also be scheduled for review durin June following any general muni- cipal election. Nothing in this policy ll prevent any individual member of the Council, the City Manager or City ttorney from bringing to the Council's attention any suggestions for nual revisions at other times during the year.
