HomeMy WebLinkAbout(1979, 11/12) - A-9 - AmendedA -9 i 11/12/79 CITY COUNCIL COMMITTEES / City Council Ad Hoc and Standing Committees: Unless therwise provided for in the resolution creating the particular committee all City Council ad hoc and standing committees will consist of one or two members of the Council to make committee meeting scheduling less cumberaom and to permit the Mayor, or in his absence, the Vice Mayor to participat in committee deliberations as ex- officio members with full voting rights. The Mayor will appoint members to Council ad oc and standing committees, and will appoint the chairman of these committe s. City Council standing committees will be eviewed by the full Council and implemented by repealing the prevailing nabling resolution and adopting a new enabling resolution incorporating rk tasks and any special procedural requirements that should govern the co ittee's conduct of its affairs. All City Council ad hoc committees will a ire in accordance with a "sunset clause," and the City Council, when creating Council ad hoc committee, shall designate a date certain when the committee's work is reasonably anticipated to be com- pleted. Upon that date, unless to inated sooner by act of the City Council, the committee will automatically ease to exist and can be deleted from the City Council Committee roster un ess its life is extended by formal action of the City Council. Citizens Advisory Committees: All Citizens Advisory Committees will be appointed by the Council upon the reco ndation by each Councilman and will serve at the pleasure of the recommending Councilman, with the exception of those ad hoc Citizens Advisory Committees, whose membership is appointed by the Mayor; members shall be residentslof the City of Newport Beach. All Citizens Advisory Committees' membership shall consist of fourteen citizens; two nominations to be made by each individual Councilman, with the following exceptions: (1) Those;Citizens Advisory Committees, whose membership differs, pursuant to the resolution creating the particular committee; (2) those ad hoc Citizens Advisory Committees, whose membership is appointed by the Mayor; and 3) those Citizens Advisory Committees, or ad hoc Citizens Advisory Committees, whose membership is'expanded as a'result of the addition of council liaison members. Appoint 'nts will be made on an annual basis from January 1 to December 31 (or y portion thereof) and may be renewed at the pleasure of the Council upon re ogommmendation by each Councilman. Brown Act applies to a1L'advisory commissions, advisory committees, or advisory bodies of the City Council created by charter, ordinance, resolution, or other forma* act of the City Council, all meetings of such advisory commissions or ¢committees must be held within the City of Newport Beach and must be open t6 the public. Advisory Com- mittees shall establish rules of conduct of/their business and the time and place for holding such regular meetings. Committee meeting location to be designated by the committee shall be in a location, preferably in a public building that would provide maximum accessibility for the public. Committee Reports: During the study skssion at the first regular meeting of the month, all City Council Standdng Committees and Liaisons to Citizens Advisory Committees will report the City Council and will be agenda item one; City Council Ad Hoc and Repr sentatives to Joint Governmental Commit- tees will be agenda item two. These reports may be verbal or itten and will cover the status of the committee's work, timing, and any difficulties which should be brought to the attention of the full Co ncil. Annual Review: In October f each year, the City Council and City Manager shall review the Boards, qommissions and Committees Manual for any needed additions, changes or de etions deemed appropriate at the time. The Manual shall also be scheduled or review during June following any general-muni- cipal election. NothirW in this policy shall prevent any individual member of the Council, the CjLy Manager or City Attorney from bringing to the Council's attention y suggestions for Manual revisions at other times during the year.
