PURCHASING AUTHORITY FOR GOODS AND SERVICES
The City Manager shall have authority to approve the purchase of all
capital outlay items without further Council authorization subject to the
following conditions:
a. Capital outlay purchases will be procured by item as shown by the
budget, provided the total budgeted amount of an activity is not
exceeded.
b. There is no significant deviation of the approved basic
description of aW item nor significant change in type of
equipment withoui authorization by the City Council by minute
action upon written request of the City Manager.
The City Manager is fuaher authorized to enter into contracts on behalf of
the City for the leasiptg, servicing or maintenance of equipment, provided
that such items have .een included within the approved budget, and further
provided that the expenditure of each such item shall not exceed the sum of
30,000.
The City Manager is also authorized to retain consultants for professional
services without prior Council approval when the fee does not exceed
30,000, the project is included in the approved budget and funds are
available.
