IsUSE OF CITY FACILITIES
I. POLICY - Municipal buildings and facilities are public property and, as such,
are available for the general use of the public in accordance with the pro-
cedures outlined herein, and in policies and practices formally approved by
the City Council for the City's operating departments.
A. Purposes of Use
City buildings containing meeting rooms, chambers, and related furnish-
ing may be used for meetings and activities which are civic in nature,
are of a high moral or cultural calibre, and do not interfere with City
business.
B. Priorities of Use /City Hall
The priorities of use shall be in the following order:
1. City Council meetings
2. City Commission meetings
3. Official City meetings and activities other than Nos. 1 and 2 above
4. Newport -Mesa Unified School District meetings or activities
5. Official federal, state, or county government meetings or activities
6. Civic and social groups
Conflicts in use and /or schedules shall be resolved by the City Manager
or the City Council.
C. Procedures for Use
1. Any person or group of persons desiring to use City facilities may
contact either the affected department, or the City Manager's office
in writing. If the Department Director is contacted, he or she shall
process the request consistent with established policies. If the City
Manager is contacted, depending upon the facility to be used, the City
Manager may either process the request or refer it to the applicable
City department for review and disposition consistent with established
policies and procedures of the affected department. Permission to
use City facilities may be subject to the following:
a. Such persons or groups of persons will be required to satisfy
the City that meetings or activities will be conducted in an
orderly manner. Such persons or groups may be required to post
bond to show that they are financially able to respond for
damages in the event of any personal injuries or property damages
arising therefrom.
b. Such persons or groups may be required to reimburse the City for
direct and overhead costs consistent with practices of the af-
fected department.

c. A group or organization may be required to submit a copy of
their constitution, by -laws, or rules and regulations govern-
ing same.
d. If fees are charged by the group, organization or individual(s)
for the meeting, activity, etc., they must be limited to the
essential expenses of the activity. The group treasurer may
be required to submit a financial report following each activity
when an admission, donation or fee is collected.
D. Restrictions on Use

1. Meetings for personal

gain or commercial enterprise not related
representing a single political party;
conducting formal religious and ecclesiastical
or classes;
4. Meetings or activities held for or related to purposes of advancing
any doctrine, theory, or action subversive to federal, state, or
local laws;
5. Alcoholic beverages are prohibited and shall not be permitted in or
on any municipal facilities, except as permitted in Policy I -5.
E. Cleanup
All users of public facilities shall be responsible for cleanup. A
cleanup fee, if accomplished by City forces for civic and social groups,
shall be charged in an amount consistent with labor and material used,
or in accordance with City Council approved policies and regulations
for various departments.
