HomeMy WebLinkAbout(1981, 02/09) - I-12 - AmendedI -12 2/9/81 OCEAN FRONT STREET -END IMPROVEMENTS Ocean front street ends may be improved for utility and aesthetic purposes under the following conditions: 1. All construction and landscaping will be installed at the expense of the adjacent property owners in accordance with specifications established by this Policy. 2. Landscape maintenance and watering will be provided by the adjacent property owners to the satisfaction of the City. A sprinkler system connected to the adjacent property must be installed in each planter. 3. All work will be installed to grades established by the Public Works Department to coincide with existing facilities and to insure proper drainage. 4. A four -foot (4') wide sidewalk will be provided on both sides of the street right of way adjacent to the property line. 5. A minimum of twelve feet (12') of unobstructed access to the beach will be provid'd in the center of the right of way and will be sur- faced with brit, asphalt, concrete of artificial turf under the following specifi'c'ations, or an equivalent surfacing subject to the approval of the City. A. Portland Cement Nncrete. Six inches of concrete over compacted native. B. Asphalt Concrete. Tipp and one -half inches of asphalt concrete over a six -inch thick'•aggregate base. C. Artificial Turf. Approv d artificial turf to the properly glued to surface of asphalt concrete or Portland Cement concrete installed in accordance with A. or B. above. D. Brick. Brick to be installed'over a four -inch thick aggregate base. A dry mix of one- to- one,.cement and clean plaster sand to be swept into the 1/4" to 1 /'" space between bricks. The dry mix will be moistened with a Ytine spray of water after it is in place. 6. Planters five feet (5') wide will be provided between the sidewalk and the center access along a portion of each side of the street with plant material being installed in accordance with City speci- fications. A six -inch to eighteen -inch high lip of concrete, brick or rock will be installed as part of the planter. 7. All improvements will extend from the nearest street or alley im- provement to the ocean -front property line. 8. Applications for street -end improvement will be filed with the Parks, Beaches and Recreation Department. 10. Minor variations to the policy may be approved by the Parks, Beaches and Recreation Department. 11. Property owners who develop street ends may also wish to participate in the City's program of placing palm trees on the ocean -front beach. Details of this program are available at the Parks, Beaches and Recreation headquarters building at 3300 Newport Boulevard. 12. Where unusually large quantities of sand exist in a street - end area, the City will assist the adjacent owners by moving the same to an area determined by the City.
