HomeMy WebLinkAbout(1978, 10/10) - I-5 - AmendedI -5 10/10/78 USE, PRIORITIES AND FEES OF FACILITIES AND EQUIPMENT POLICY: Recreation buildings, park and playground areas under the jurisdiction of the Parks, Beaches and Recreation Department are public property and as such are available for the use of any person or group of persons in accordance with the following specifications. PURPOSE OF USE: The foregoing facilities and equipment shall be used for meetings and activities which are recreational, social or civic in character; of a high moral and cul- tural caliber, and in no way used for personal gain or commercial enterprise. PROCEDURE: Any person or group of persons desiring to use any such facilities or equipment shall make application therefor on forms provided by the Parks, Beaches and Recreation Department and shall provide such additional information as may be required by the Department to assure compliance with these specifications. Applications shall be limited to respodsible persons or groups of persons. Such persons or groups of persons may be required to satisfy the Department that meetings or activities will bel conducted in an orderly manner and that such persons or groups of persons are financially able to respond in damages in the event of any personal inj.0ries or property damages arising therefrom. Prior to the use of any facility, the application must have been approved by the Parks, Beaches and Recreation Director or his designated representative. 7D jlIj jlIj0 (.KIN MIX No meetings or activities.'shall be held for the purpose of advancing any doctrine or theory subversive under the Constitution of the United States. Permission to use the facilities will not be granted to an individual or a group representing a single political party. In the interest of civic enlight- enment and public education, a reservation may be granted for a political meeting provided all factions are invited and /or represented at the given meeting. Permission will not be granted for church services, Sunday School classes or formal religious meetings. Reservations may be granted to religious groups or organizations wherein the nature of the meeting will be of recreational or social nature and will not involve ecclesiastical doctrine. Alcoholic beverages are prohibited and shall not be permitted in or on any municipal facilities operated by the Parks, Beaches and Recreation Department, except wine may be served for special occasions when approved by the Parks, Beaches and Recreation Director. Amended - October 10, 1978 I -5 USE, PRIORITIES AND FEES FOR FACILITIES AND EQUIPMENT - Page 2 10/10/78 ACTIVITIES OF YOUNG PEOPLE: At all co- recreational meetings of young people (18 years and under), there shall be at least one responsible male and one responsible female in atten dance for each twenty young people participating in the activity. The a en- dance of a married couple over 25 years of age is preferable, and in anX event such attendance shall be for the entire duration of the activity. CANCELLATIONS: Cancellations of meetings and activities may occur 24 hours prior to the scheduled use of facilities or equipment without forfeiting any fees collected by the Department. In the event of cancellation by the Department, notice will be given as far in advance of the scheduled use as is possible under the cir- cumstances. PRIORITY OF USE: The priorities of use shall be in the following order: 1. Parks, Beaches & Recreation Department sponsored. 2. Parks, Beaches & Recreation Department co- sponsored. 3. Civic and social groups (resident). 4. Civic and social groups (non- residenO 5. Youth activities will take precedenie over adult activities at the Community Youth Center of Newport Harbor. CLASSIFICATION OF GROUPS: 1. Department- sponsored groups and /or activities are those groups and activities organized and conducted by the Parks, Beaches & Recreation Department. 2. Departmental co- sponsored coups and /or activities are those community groups and activities, self- governing, privately organized, and of a recreational nature which may be brought under the sponsorship of the Parks, Beaches & Recreation Department. 3. Civic and social groups (resident) are those groups of high moral and cultural caliber with a social or civic purpose, benefiting the local residents. 4. Civic and social groups (non- resident) same as above, except the majority of the members are not residents of the City of Newport Beach. SPECIFICATIONS FOR CIVIC AND SOCIAL GROUPS: 1. Fees charged by the groups, if any, and collections must be limited to essential expenses of the group. The group treasurer may be required to submit a financial report following each activity when an admission, donation or fee is collected. A copy of the constitution or by ws or rules and regulations governing the group may be required. 3. Activities shall not involve individual gain or be in the re of a commercial enterprise. / 4. Membership and meetings or activities must be open to public. thi FEES: BUILDINGS / A fee of $6.00 per hour may be charged any group or groups for the use of public facilities under the control of the Parks, Beaches and Recoation_Department. A non - resident fee of $20.00 per meeting will be charged; in addition to the 6.00 per hour fee, to groups who do not have a majority of their members residing in the City of Newport Beach. Groups using facilities on Sundays and holidays will be charged an additional 6.00 per hour. NIGHT - LIGHTED FIELDS i The City of Newport Beach and the Newport -Me a Unified School District have night - lighted athletic fields that are avai4able for scheduling by the Parks, Beaches and Recreation Department: 1) Community Youth Center: $12,00 for two hours - $6.00 each additional hour. 2) Mariners Park: $1 ? ".00 for two hours - $6.00 each additional hour. 3) Lincoln School: Softball Diamond 512.00 for two hours - $6.00 each additional hour. 4) Lincoln School: Baseball Diamond $15.00 for two hours - $6.00 each additional hour. All fields must be reserved for a two -hour minimum. A field will not be scheduled until a permit has been completed. CLEAN -UP DEPOSIT: A $20.00 clean -up deposit may be required from all organizations using the facitities on a one -time basis.
