L -13
1. GENERAL
It is the general policy of the City that residential streets and alleys
should accommodate local traffic in a safe and efficient manner with due
regard to surrounding land uses. Public ways shall normally be kept free
from bumps or other features which unduly restrict the movement of
vehicular, pedestrian and bicycle traffic.
A. Road bumps will not be permitted in said public ways unless
unique circumstances indicate that their installation will be
consistent with the public interest. Such circumstances are:
1. A petition will be required with a minimum of 658 of the
residents in favor of the installation. The area to be
covered by the petition shall be a minimum of 300 feet
from the first and last bumps except where a street
intersection provides a more appropriate boundary. In
areas served by a recognized community association, a
letter stating the association's position shall be
included with the petition.
2. The section of road must have no more than one lane in
each direction and be at least 600 feet long and have no
STOP signs.
3. The volume of traffic on streets shall be between 500
and 1500 vehicles per day. Volumes outside this range
indicate relatively low usega or that the street is an
important link in the circulation system.
4. A minimum of 158 of the daily traffic shall exceed the
speed limit by 5 MPH or more.
5. The street must have a posted or prima facia speed limit
of 25 MPH.
6. The street shall not be on an Orange County Transit
District Route.
7. Road bumps will not be installed if, in the opinion of
the Public Works Department, they will result in
diversion of traffic to parallel residential streets.
8. Bumps shall not be considered for installation in alleys
except under unusual circumstances.
9. Road bumps will only be considered for installation on
local residential streets determined by the Public Works
Department to have adequate vertical and horizontal
alignment and sight distances to safely accommodate the
installation.

B. Road bumps are considered experimental roadway features;
therefore, additions, alterations, or removal of any or all of
the bumps may occur under the following circumstances:
1. At such time as the City may determine them to be unsafe
or unsuitable for the location.
2. In the event that the residents of the street wish the
bump removed, and they obtain signatures representing
658 of the residences of the street.
2. APPROVALS
All petitions for road bumps received by September 30 of each year
shall be reviewed no later than November 30. Those that qualify
shall be included in a priority list for current fiscal year
funding.
All requests for the installation of road bumps shall be reviewed
and approved by the Traffic Affairs Committee regardless of the
source of funding. Decisions of the Traffic Affairs Committee shall
be subject to review by the City Council upon appeal.
In the event that residents wish to fund the installation of road
bumps, a Public Works Encroachment Permit must be obtained prior to
the start of construction.
3. PRIORITY OF INSTALLATION
Requests for the installation of road bumps with City funds shall be
prioritized by considering the following factors:
1. Volume of traffic using the street.
2. Percentage of traffic exceeding the speed limit.
3. Other factors relating to the impact of speeding traffic on
the neighborhood including, but not limited to, number of
housesi presence of parks or schools, street width and number
of resdential driveways.
