Because conversion of exis ing rental units to condominiums might be in conflict with the propose changes in the Housing Element and /or contemplated amendments to the Cond nium Conversion Ordinance, it is the intent of the City Council to deny an requests for conversion of existing structures to condominium ownership f the rental unit vacancy rate in the City of Newport Beach is equal to or Yess than 3%, based on the most recent Housing and Urban Development Postal V cancy Survey. This policy is int ded to be temporary in effect and will cease to exist at such time as the endments to the Condominium Conversion Ordinance and /or modifications to the Housing Element of the General Plan are adopted by the City Council, b in no event shall said policy be effective for a period longer than ei t months from the date of original adoption.
