HomeMy WebLinkAbout15 - Appointment of Finance Committee Members to Fill One-Year Terms15-1 NEWPORT BEACH City Council Staff Report COUNCIL STAFF REPORT CITY OF February 9, 2016 Agenda Item No. 15 ABSTRACT: On January 13, 2015, the City Council adopted Resolution No. 2015-5 which, among other things, added citizen members to the Finance Committee that are appointed by the four non-appointed Council Members. The citizen members have annual terms that are subject to City Council confirmation. RECOMMENDATION: Confirm Mayor Pro Tem Kevin Muldoon’s reappointment of John Warner, Council Member Ed Selich’s reappointment of Larry Tucker, Council Member Duffy Duffield’s reappointment of William O’Neill, and Council Member Scott Peotter’s reappointment of Patti Gorczyca to serve on the Finance Committee for a one-year term. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: The Finance Committee’s membership consists of three Mayor-appointed Council Members and four citizen members who are appointed by the four non-appointed Council Members. The citizen member terms expired on January 27, 2016. Pursuant to the Maddy Act and City Council Policy A-2, Appointment to Boards, Commissions and Committees, the City Clerk prepared and posted a Notice of Vacancies on Friday, January 14, 2016, in the City Clerk’s Office, at the Central Library, on the bulletin board in the City Council Chambers, and on the City’s webpage, and published the Notice in the Daily Pilot on Friday, January 22, 2016. As provided in the Notice, applications were accepted by the City Clerk’s Office until 12:00 p.m. on Monday, February 1, 2016. TO:HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM:Leilani I. The applications are attached hereto as Attachment A. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
