AYES: Koetting, Zak and Weigand NOES: None ABSENT: Kramer and Lawler ABSTAIN: Brown and Hillgren PUBLIC HEARING ITEMS: ITEM NO. 3 BALBOA BOULEVARD CODE AMENDMENT (PA2015-196) Site Location: 3008, 3010 and 3012 Balboa Boulevard SUMMARY: A Zoning Code Amendment to change the front yard setback for three properties from 20 feet to five feet, consistent with the historic front yard setback for these properties. The 5-foot setback was inadvertently left off the Setback Map in the 2010 Zoning Code update. The amendment would add the 5-feet on Setback Map S-2B for 3008, 3010, and 3012 Balboa Boulevard. CEQA COMPLIANCE: The project is categorically exempt under Section 15305, of the State CEQA (California Environmental Quality Act) Guidelines - Class 5 (Minor Alterations in Land Use Limitations). AYES: Brown, Hillgren, Koetting, Zak and Weigand NOES: None ABSENT: Kramer and Lawler ABSTAIN: None ITEM NO. 4 THE DOG REPUBLIC (PA2015-199) Site Location: 20281 Riverside Drive SUMMARY: A conditional use permit to establish a commercial kennel in conjunction with an existing single-family residence. The applicant proposes to construct an approximately 900-square-foot single-story building to board up to a maximum of 29 dogs at the rear of the residence along with a partially covered, fenced exercise area. Also included is a request to reduce the required off-street parking for both the residence and the commercial kennel as the existing driveway will be converted to a single parking space that is compliant with the requirements of the Americans with Disabilities Act. CEQA COMPLIANCE: The project is categorically exempt under Section 15303, of the State CEQA (California Environmental Quality Act) Guidelines - Class 3 (New Construction or Conversion of Small Structures). NEW BUSINESS ITEM NO. 5 WEST NEWPORT MESA STREETSCAPE MASTER PLAN – PROJECT INTRODUCTION (PA2015-138) Site Location: Citywide Summary: The objective of this initial discussion with the Planning Commission is as follows: 1. Introduce project scope of work and schedule 2. Summarize feedback from stakeholders and public workshop. 3. Obtain input from Planning Commission on the vision for the area. 4. Review next steps. CEQA Compliance: This is an informational item only and is not considered a project per the California Environmental Quality Act (“CEQA”) pursuant to Section 15060(c)(1) in that the activity will not involve the exercise of discretionary powers. Recommended Action: 1. Receive presentation on the West Newport Mesa Streetscape Master Plan. No formal action will be taken. IX.
