Council Members As a resident in Newport Beach, I have the opportunity to observe activities at Fire Rings at CdM beach and on main Newport Beach on a regular basis. I respectfully ask that that the Council not make any changes to the current Fire Ring plan, and decline to submit a letter to AQMD requesting a change of the current Fire Ring configuration. Nancy Gardner spearheaded a thoughtful discussion on Fire Rings. It was settled in 2012, and many residents were in favor of reducing the exposure to pollution from Fire Rings. Then, in 2014, when the topic was revisited. Residents engaged again and reviewed possible solutions proposed by City Staff (At one point I think 16+ proposals were on the table?). We met with Coastal Commission to understand their concerns, at significant investment of time and resources. In the end a compromise was reached and it is in place. It should stay in place. If any changes are made, it should be to remove Fire Rings and reduce the impact to residents and beachgoers from the Fire Rings overall. Last summer we didn't experience this at all and it was wonderful. We were appreciative of the fact that you were able to dialogue and reach a consensus that gave everyone satisfaction. Why would you want to return it to unhealthy and unpleasant conditions? Please do not repeal this ordinance. In the summer of 2013, I was proud to be the lead author of Assembly Concurrent Resolution 52, which recognized the cultural significance of wood burning fire rings as a recreational and community activity at our beaches. Since that time, measures were taken to undermine this pastime and tonight, the City Council has the opportunity to correct those measures and protect the use beach bonfires for generations to come. The City of Newport Beach stands to save $165,000 annually from the eventual repeal of Rule 444. In addition to the cost savings, the repeal of the rule will ensure that Californians can enjoy this time honored institution in perpetuity, I appreciate your consideration to approve Agenda Item 12 and if there is anything that I can do to assist in your efforts, please do not hesitate to call.
