HomeMy WebLinkAbout07 - Goldenrod Avenue at Coast Highway - Water Main Master Plan Replacement – Award of Contract No. 7010-1 (Project No. 15W01) 7-1 NEWPORT BEACH City Council Staff Report COUNCIL STAFF REPORT CITY OF March 22, 2016 Agenda Item No. 7 ABSTRACT: Staff has received construction bids for the Goldenrod Avenue at Coast Highway - Water Main Master Plan Replacement Project and is requesting City Council approval to award the construction contract to GCI Construction, Inc. of San Clemente, California. RECOMMENDATION: a) Approve the project plans and specifications; b) Award Contract No. 7010-1 to GCI Construction, Inc. (GCI) for the total base bid amount of $257,850.00, and authorize the Mayor and City Clerk to execute the associated construction contract; and c) Include in the project construction contract encumbrance an additional contract contingency allocation of $26,000.00 (approximately 10 percent of the total bid) to cover unforeseen conditions, extra work and/or material quantities. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for the award of this contract. Construction Contingency $ 26,000.00 Various Geotechnical, Printing and Incidentals $ 20,000.00 Total $303,850.00 DISCUSSION: The work necessary to complete this contract includes the removal and replacement of an old cast iron water main that was installed in 1925. Additionally, the project includes the replacement of water services and meters, fire hydrants, valves, street pavement, and re-striping in Corona del Mar, specifically the intersection of Goldenrod Avenue and Coast Highway. This work was originally included as part of a prior capital improvement project (Contract C-4920) awarded by Council June 9, 2015. The contractor, Universal Pipeline, encountered difficulties while executing that contract. Ultimately, Universal Pipeline requested to be released from portions of work and the City accepted. The overall details related to the Universal Pipeline contract (C-4920) are discussed under a separate project Notice of Completion staff report being considered at this same Council Meeting. This water main replacement project at Goldenrod Avenue and Coast Highway completes a critical portion of the cast iron pipe replacement work crossing Coast Highway. After 91 years of reliable service, a new 12” PVC line will replace the 18” cast iron pipe to provide a safe and reliable source of water for Corona del Mar. At 10 a.m. on March 1, 2016, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low GCI Construction, Inc. $257,850.00 2 TE Roberts, Inc. $299,900.00 3 Paulus Engineering, Inc. $319,500.00 4 J. De Sigio Construction, Inc. $359,308.00 The low bid amount is 22.8 percent above the Engineer’s Estimate of $210,000. The increased cost is most likely associated with the added challenges and difficulties of constructing a pipeline across Coast Highway. The specifications call for a detailed step-by-step stage construction method including night time work to minimize Goldenrod Avenue at Coast Highway - Water Main Master Plan Replacement – Award of Contract No. 7010-1 (Project No. 15W01) March 22, 2016 Page 3 7-3 congestion as well as impacts to the public and businesses. The low bidder, GCI, possesses a California state contractor’s license classification “A” as required by the project specifications. The contractor is registered with the California Department of Industrial Relations as required by California law to work and bid on public contracts. A check of the contractor’s references indicates satisfactory completion of similar projects for the City and other public agencies. Pursuant to the Contract Specifications, the Contractor will have 35 consecutive working days to complete the work. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
