HomeMy WebLinkAbout11 - Multiple Back-Up Generators Replacement Project – NOC and Acceptance of Contract No. 6011 (15F02/CAP15-0042)11-1 NEWPORT BEACH City Council Staff Report COUNCIL STAFF REPORT CITY OF April 12, 2016 Agenda Item No. 11 ABSTRACT: On June 9, 2015, the City Council awarded Contract No. 6011, Multiple Back-Up Generators Replacement Project, to Day’s Generator Service (Days), for a total contract cost of $511,259.00 with a $51,241.00 (10 percent) allowance for contingencies. The work has been completed and staff now recommends closing out the project. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after acceptance by the City Council. The contract has been completed to the satisfaction of the Public Works Department. A summary of the contract cost is as follows: Original bid amount:$ 511,259.00 Actual cost of bid items constructed:$ 511,259.00 Total change orders:$ 30,083.93 Final contract cost:$541,342.93 Two summary change orders were issued to address a number of directed and unforeseen items that were not part of the contract documents. These items included adding an automatic fueling system for the Fire Station No. 3 generator; repairing deteriorated building wiring and conduits in the vicinity of the electrical panels; replacing outdated circuit breakers; replacing broken electrical panel cabinets; re-routing buried utility lines that interfered with the work; constructing and repositioning larger concrete equipment pads and screen walls to fit the delivered equipment; and connecting the Newport Pier sewer pumps to the new Lifeguard Headquarters generator. Due to numerous changed field conditions encountered during the work and the delayed equipment delivery, 30 working days were added to Day’s contract. Day’s was able to complete all of the work 11 days ahead of the extended completion deadline. Multiple Back-Up Generators Replacement Project – Notice of Completion and Acceptance of Contract No. 6011 (15F02/CAP15-0042) April 12, 2016 Page 3 11-3 ENVIRONMENTAL REVIEW: The City Council, at the time of contract award, found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (minor alteration of existing public facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
