ABSTRACT:
Staff requests approval of a budget amendment to accept a check from the Newport
Beach Public Library Foundation to promote Library services and enhance Library
collections and programs.
RECOMMENDATION:
Approve Budget Amendment No. 16BA-036 to increase revenue estimates by
$15,480.00 in 0106051-511085 (Library Foundation Donations) and to increase
expenditures in Division 0106051 (Library Foundation Donations) and in 01060604
(Literacy).
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $15,480.00 in additional revenue
from The Newport Beach Public Library Foundation and $15,480.00 in increased
expenditure appropriations. The revenue will be posted to the 0106051-511085 account
in the Library Department and the purchases will be expensed to the following accounts:
0106051-841052 (Library Materials)$13,380.00
01060604-711003 (Salaries – Part Time) $ 2,100.00

DISCUSSION:
The Library has received a donation of $15,480.00 from the Newport Beach Public
Library Foundation. This donation represents gifts from donors who wish to enhance
the Library collections for children and adults at the Central Library, Balboa Branch and
the Crean Mariners Branch. A portion of the donation was also designated to support
the Library’s literacy program staff.
The Board of Library Trustees approved the acceptance and appropriations of this
donation at their meeting on March 21, 2016.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
