Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Eric Loke, Civil Engineer, eloke@newportbeachca.gov PHONE: 949-644-3336 TITLE: Balboa Village Entry Arch Sign Project - Award of Construction Contract No. 7011-1 (15M13) ABSTRACT: Staff recently advertised and has now received bids for construction of the Balboa Village Entry Arch Sign and requests City Council approval to award the Construction Contract to AToM Engineering Construction, Inc. (AToM) of Hemet, California. RECOMMENDATION: a) Approve the project drawings and specifications; b) Award Contract No. 7011-1 to AToM for the total bid price of $234,398.00, and authorize the Mayor and the City Clerk to execute the contract; and c) Establish an amount of $23,500.00 (approximately 10 percent) to cover the cost of unforeseen work not included in the original contract. At 10:00 a.m. on April 14, 2016, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low AToM Engineering Construction, Inc. $234,398.00 2 Metro Builders & Engineers Group, Ltd. $247,425.00 3 Turner Signs and Graphics $270,000.00 4 GMC Engineering, Inc. $277,277.00 5 YESCO, LLC $286,142.00 The low total bid amount is approximately 12 percent above the Engineer's Estimate of $210,000.00. The low bidder, AToM, possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. The design as shown in Attachment "A" (including special sign features) was planned in partnership with the Balboa Village Advisory Committee (BVAC). Over the course of the past many months, Public Works and Community Development staff worked closely with BVAC members to review, adjust and approve the design for the proposed Balboa Village Entry Arch Sign. Specialized sign features such as LED Lighting, specialized inlays and colors were added by BVAC to the original design concept, which in turn added some costs to the project. The planned improvements include furnishing and installing a steel arch sign structure with two primary LED fixtures and multiple decorative LED lighting appurtenances, removal of existing streetlights, installation of reinforced concrete pedestals and foundations, and all necessary electrical components and connections. There is sufficient funding within BVAC Signage and Wayfinding Improvements projects in the Capital Improvement Program. The approved 14/15 FY CIP budget for the Entry Arch sign was $200,000, plus an additional $370,000 budgeted for Balboa Village 9-2 Balboa Village Entry Arch Sign Project - Award of Construction Contract No. 7011-1 (15M13) May 10, 2016 Page 3 Wayfinding Signage in the current budget. With a design cost of $19,425 and approval of this construction contract and contingency allowance, the final cost of the Balboa Village Entry Arch sign may be $280,100, leaving a balance of $289,000 for future Balboa Village Wayfinding efforts. Staff now recommends accepting the bid submitted by AToM as the lowest responsive and responsible bid and, subsequently, awarding the contract to AToM Engineering Construction, Inc. Pursuant to the Contract Specifications, the contractor will have 100 consecutive working days to complete the work. ENVIRONMENTAL REVIEW: Staff recommends City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (for repair, maintenance and minor alteration of existing public facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
