The Police Department responds to situations which require this type of mobile/vehicle- based coordination and command center. The purchase of this vehicle will provide a higher level of service to the community while reducing costs and staff time for maintenance of the existing command post vehicle. RECOMMENDATION: a) Approve the purchase of a 2016 Sprinter 3500 Van from Farber Specialty Vehicles, Incorporated, of Reynoldsburg, Ohio, for a total cost of $147,306; b) Authorize the City Manager to execute documents necessary to complete the purchase; and c) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for this purchase. The purchase of this vehicle will be expensed to the Police Department Vehicle Internal Service Fund (PD Vehicle ISF). 10-1 Purchase of Command Post Vehicle June 14, 2016 Page 2 DISCUSSION: This command post vehicle is a vital component of service delivery for the Newport Beach Police Department and provides an essential tool to carrying out the Police Department's Mission Statement — responding positively to the needs of the community, striving to provide a safe and healthy environment, and managing change and welcoming the challenge of future problems with creative solutions. The Fiscal Year 2015-16 budget includes funding for the purchase of a new mobile command post vehicle to replace the existing vehicle which has greatly surpassed its recommended service life. In accordance with the City Vehicle/Equipment Replacement Guidelines (Council Policy F-9), heavy vehicles should normally be replaced after 10 years. The existing command post vehicle was placed into service in 1990 and has had a 25 -year service life. The requested command post vehicle will cost $147,306, a significant savings from the budgeted replacement cost of $500,000. The new vehicle is smaller and less expensive because the Police Department narrowed down its choices to the class of command post vehicle that will fit in one standard parking space, but will still allow for multi -mission capability. This is especially important with impacted parking at the police facility and the need for increased mobility, which is essential to operations in a beach community. Operation of the vehicle requires a normal driver's license classification, unlike the existing command post vehicle. The new command post vehicle is also more versatile, in that it can be used for a multitude of assignments from DUI checkpoints to detective investigations, along with daily patrol -related occurrences and activities. The Police Department has completed a thorough review of several different command post vehicle designs by multiple manufacturers. Because a smaller and less expensive class vehicle was chosen, three critical factors were identified during the research for the command post vehicle: 1. Gross Vehicle Weight Rating (GVWR) 2. Interior Dimensions 3. On Board Power Source The selected Sprinter vehicle offered the highest GVWR and the largest interior dimensions of all comparable vehicles in its class. The higher GVWR allows the vehicle to fulfill multiple missions for the Police Department, while also allowing for the extra weight of a standalone diesel generator running off the vehicle's primary fuel tank. Although significantly smaller than the current Command Post vehicle, we still needed to meet these three key factors in the selection of a new vehicle (chassis). The Sprinter chassis was the only one that met all three key factors compared against similar vehicles in its class. 10-2 Purchase of Command Post Vehicle June 14, 2016 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
