TITLE: Sewer Main Lining and Repairs — Award of Contract No. 6363
(15S03)
ABSTRACT:
Staff received one construction bid for the Sewer Main Lining and Repairs project and
requests City Council's approval to award the contract to Mike Prlich and Sons, Inc.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Class 2 Section 15301 (c) (minor alterations of existing public facilities
involving negligible expansion of capacity) of the CEQA Guidelines, California Code
of Regulations, Title 14, Chapter 3, because it has no potential to have a significant
effect on the environment;
b) Approve the project drawings and specifications;
c) Upon approval of the necessary programmed project funding with the adoption of
the FY16/17 Capital Improvement Program Budget, award Contract No. 6363 to
Mike Prlich and Sons, Inc. for the total bid price of $588,775.00, and authorize the
Mayor and the City Clerk to execute the contract; and
d) Establish an amount of $60,000.00 (10 percent) to cover the cost of unforeseen
work not included in the original contract.
FUNDING REQUIREMENTS:
With the adoption of the FY 2016/17 Capital Improvement Program (CIP) budget,
sufficient funding is available in the following account for the award of this contract. The
following fund will be expensed:

The Sewer Main Lining and Repairs project was advertised to eight bidders. At 10 a.m.
on May 18, 2016, the City Clerk opened and read the following electronic bid for this
project:

Low Mike Prlich and Sons, Inc. $588,775.00
Of the eight plan holders, the City received one responsive bidder. The non-responsive
bidders stated scheduling as the reason they did not submit a bid. The low bid amount
is 16 percent below the engineer's estimate of $700,000.00. The low bidder, Mike Prlich
and Sons, Inc., possesses a California State Contractors License Classification "A" as
required by the project specifications. A check of the contractor's references indicates
satisfactory completion of similar projects for the City of Newport Beach and other public
agencies.
The work necessary to complete this contract consists of distributing construction
notices to affected businesses and residents, construction surveying, hydro -cleaning
existing sewer mains, lining, re -opening existing service laterals, pipe jacking,
constructing new manholes and other incidental items of work necessary to complete
the work in place.
Pursuant to the contract specifications, the Contractor will have 40 consecutive working
days to complete the work.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 (c) (minor alterations of
existing public facilities involving negligible expansion of capacity) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.

NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
