Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Frank Tran, Civil Engineer, ftran@newportbeachca.gov PHONE: 949-644-3340 TITLE: Newport Heights Sewer Improvements — Award of Contract No. 7028-2 (17S03) ABSTRACT: Staff has received construction bids for the Newport Heights Sewer Improvements project (Attachment A) and requests City Council approval to award the construction contract to Mike Prlich and Sons, Inc. RECOMMENDATIONS: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Class 2 Section 15301(c) (minor alterations of existing public facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 7028-2 to Mike Prlich and Sons, Inc. for the total bid price of $1,575,377.00, and authorize the Mayor and City Clerk to execute the contract; d) Establish an amount of $158,000.00 (approximately 10 percent) to cover the cost of unforeseen work not included in the original contract; and e) Approve Budget Amendment No. 16BA-044 appropriating $612,100.00 from the Wastewater Capital unappropriated fund balance to Account No. 71201-980000- 17S03 (Sewer Main Lining and Repairs project). 19-1 Newport Heights Sewer Improvements — Award of Contract No. 7028-2 June 28, 2016 Page 2 FUNDING REQUIREMENTS: Upon approval of the Budget Amendment (Attachment B), sufficient funding is available in the FY 2016-17 Capital Improvement Program budget for the award of this contract. TOTAL BID AMOUNT $1,575,377.00 $1,665,370.00 $1,978,650.00 $2,529,934.00 $3,092,495.00 $3,191,162.00 $3,482,771.00 $3,599,428.00 The existing asphalt alleys in the Newport Heights community were constructed in the 1940's and are near the end of their useful lives (Attachment B). As typically done for any streets or alleys that are planned for reconstruction or resurfacing, staff first researches and verifies the condition of the water and sewer systems (as well as notifies the franchised utilities such as So Cal Gas, SCE, etc.) within said street or alleys to see if any utility work is needed to be performed prior to the street reconstruction or resurfacing work. In reviewing the Wastewater Master Plan and latest video inspection records of the sewer system, staff identified areas of the sewer system and laterals that are now coming up for replacement due to their age and condition. This project will address these sewer mainline repairs and lateral improvements prior to the upcoming alley pavement reconstruction planned for this area. The sewer project involves removing 19-2 Newport Heights Sewer Improvements — Award of Contract No. 7028-2 June 28, 2016 Page 3 and reconstructing sewer laterals, adding sewer cleanouts, repairing the sewer main at two locations in Newport Heights, and other incidental items of work necessary to complete the work in place. The low bid amount is 5 percent above the engineer's estimate of $1,500,000.00 and is within an acceptable range. The low bidder, Mike Prlich and Sons, Inc., possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for the City of Newport Beach and other public agencies. Pursuant to the contract specifications, the Contractor will have 80 working days to complete the work. Work is expected to begin mid -summer, to be completed later this fall. Extensive and ongoing community coordination will be required during the construction in order to accommodate private access to existing homes that back to the affected alleys. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) (minor alterations of existing public facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
