This was a reduction from the previous Level Three. For the month of June, the City reduced overall water consumption by 24.6 percent when compared to June 2013, which brings our cumulative average since June 2015 to 22.2 percent. This report provides an update on City water use reductions, water conservation efforts, enforcement, and updated regulations. RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; and b) Receive and file FUNDING REQUIREMENTS: There is no fiscal impact related to this item DISCUSSION: Water Use Reductions The City's overall usage for the month of June was 24.6 percent lower when compared to the same month in 2013. This platform will also provide City staff with better analytical tools for monitoring water use, notifying customers of water outages, and providing water conservation and rebate information to our customers. Enforcement In June, the City issued 86 notices of violation (NOVs) to people who were non- compliant with the mandatory Level Three water conservation requirements. Two administrative citations were issued in June. The table below depicts the number of notices and administrative citations issued since June 2015. This is a reduction from the previous Level Three relaxing some of the restrictions. All permanent restrictions remain in place such as washing hardscape surfaces and sidewalks, wasting water, not fixing leaks and washing cars without a hose shutoff nozzle. Significant changes include: • Customers are required to reduce water use by 15 percent compared to the same billing period in 2013. The previous target was 25 percent, • The allowable number of irrigation days increases from two days a week to three from April through October. One day a week schedule remains from November through March, • Pools may now be filled no more than six inches per week as opposed to three, and; • Minor leaks may be fixed within 48 hours versus the previous 24-hour requirement. A complete list of the requirements can be found at www.newportbeachca.gov/water. The new regulations took effect on July 22, 2016, however; customers will be notified by postcard, municipal services statement, or other methods prior to any watering day enforcement changes. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. 12-4 Update on Water Use and Conservation Efforts June 2016 July 26, 2016 Page 5 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
