Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Alfred Castanon, Associate Civil Engineer, acastanon@newportbeachca.gov PHONE: 949-644-3314 TITLE: Annual Concrete Pavement Replacement Program — Notice of Completion of Contract No. 6304 (16R11) ABSTRACT: On November 24, 2015, City Council awarded Contract No. 6304 for the Annual Concrete Replacement Program project to Unique Performance Construction, Inc. The total contract award was $483,425.00 plus $49,000.00 allowance for contingencies. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. (At the November 24, 2015 meeting, the project was found to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful performance Bond one year after acceptance by the City Council. A summary of this contract's construction cost is as follows: Original bid amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final contract cost: $483,425.00 $386,352.00 $0 $386,352.00 The actual cost of bid items constructed was $97,073.00 less than the original bid amount due to deleted alley approach replacements and sidewalk, curb and gutter work along San Joaquin Hills Road. Upon closer inspection by staff and the contractor, the majority of this work was deleted out of the contract as it would also have required extensive asphalt road repair due to existing tree roots. Staff is planning to include this work in a future roadway replacement project to capitalize on cost savings by incorporating with similar type of work. A summary of the project schedule is as follows: Estimated Completion Date per base line schedule June 20, 2016 Project Awarded for Construction November 24, 2015 Contract Completion Date with Approved Extensions June 3, 2016 Actual Substantial Construction Completion Date June 3, 2016 The project was substantially complete as of June 3, 2016. Most of this year's work focused on sidewalk replacement along Jamboree Road between the airport area and East Coast Highway. 9-2 Annual Concrete Pavement Replacement Program - Notice of Completion of Contract No. 6304 (16R11) August 9, 2016 Page 3 ENVIRONMENTAL REVIEW: At the November 24, 2015 City Council meeting, the project was found to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) (minor alterations of existing public facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
