CURRENT BUSINESS CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR. (4:00 P.M.) 2. LOUD AND UNRULY GATHERING ORDINANCE ( "LUGO ") AND FOURTH OF JULY UPDATE (4:10 P.M.) "LUGO" is about a year old — this is the ordinance that increased the fines (and the categories of those who could be cited — such as property owners) for problem parties and gatherings, with special attention and fines given to the Safety Enhancement Zone in West Newport Beach during the July 4 holiday period. How is LUGO doing as a deterrent? Newport Beach Police Department officials will make this presentation on or about LUGO's 1s` birthday. The presentation will also include the planned approach by PD for keeping the town safe, fun, and patriotic over the July 4, 2012 holiday. 3. REVIEW OF DRAFT GENERAL PLAN, COASTAL LAND USE PLAN, AND ZONING DESIGNATIONS FOR THE NEWPORT BEACH CITY HALL COMPLEX, INCLUDING FIRE STATION 2, LOCATED AT 3300 NEWPORT BOULEVARD AND 475 32ND STREET. (4:40 P.M.) The "old" City Hall site, as it's affectionately known, is under review for a new zoning designation as the City Hall population approaches a move -in date at the new Civic Center at 1100 Avocado near the Central Library. Community Development staff will update the Council and community on progress regarding zoning designation alternatives for proposed re -uses of the "old" site. These could include residential, office /retail, or more. III. PUBLIC COMMENTS - Public comments are invited on Closed Session Agenda items, as reflected in Item II - Closed Session of the Regular Meeting agenda, and on non - agenda items generally considered to be within the subject matter jurisdiction of the Council. Speakers must limit comments to five (5) minutes. Before speaking, please state your name for the record. IV. ADJOURNMENT The City provides a yellow sign -in card to assist in the preparation of the minutes. The completion of the card is not required in order to address the Council. Speakers must limit comments to five (5) minutes on agenda items. The Council has the discretion to extend or shorten the time limit on agenda or non - agenda items. As a courtesy, please turn cell phones off or set them in the silent mode. Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection in the Office of the City Clerk located at 3300 Newport Boulevard during normal business hours. In addition, such writings and documents will be posted on the City's website at www.newportbeachea.gov This meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to comment on agenda items before the City Council and items not on the agenda but are within the subject matter jurisdiction of the City Council. The City Council may limit public comments to a reasonable amount of time, generally either three (3) or five (5) minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, the City of Newport Beach will attempt to accommodate you in every reasonable manner.
