My biggest problem to retain tenants is the lack of parking. There used to be several parking places for the public in front of City Halll that were removed several years ago. I have seen newer centers, including Fashion Island becoming under parked....... so general public parking, parking, parking is my biggest concern no matter what the use. I know there too has been several studies regarding metered parking costs of which I am a proponent of making them as least expensive as possible to then generate more retail traffic, which then increases sales, which generates sales taxes and revenue for the City. I would be impressed if the city looks at this globally(city Wide) and just not what can be done with the current site as a single property. The City Manager, Staff and council, as professionals, have a good idea of where we are and what may be needed over the next 25 -50 years. In addition where we have facilities or services that are not serving all the residents and /or property owners equally. So as a resident and owner if the city identified long term needs of the residents, property owners, visitors and the city and took that into consideration on the potential uses along with the needs of the peninsula I would support the outcome. FYI, I didn't support marine park as I would have had a hotel that produced revenue and brought people to the village, I wouldn't have put the senior center in Newport Coast area and finally I love my library but we have to change to the digital age and that was what Dave was trying to address last year. So to simply say it if the city takes the long view, evaluates the options and communicates them with the pluses and minuses I support your efforts. We need to get better communication vehicles and engagement processes to enable our residents and owners so that the vocal minority doesn't drown out the silent majority. This is not the highest and best use and may even be detrimental to the revitalization of Lido Village. I am not in favor of this use, but would rather have an UPSCALE DESTINATION BEACH HOTEL to revitalize our Lido Village. Benefits from an UPSCALE DESTINATION BEACH HOTEL: • Create a landmark iconic entry to the peninsula and a vibrant anchor use for the village • Generate less traffic trips and require less parking as guest will need to do little or no driving • Add to the revenue of restaurants, shopping, and entertainment which are all within minutes walking distance • Increase the use of nearby Duffy and gondola rentals and lessons for surfing, sailing, and paddle boards • Provide community space for residents and visitors in the form of a shared park area and public plaza • Help to create a secure sense of place in the village for day and night activities and act as a night safety light • Generate more revenue than other uses for the City from the land lease of the site and from hotel taxes The site may be the only one in this historic area available for an anchor hotel, and the positive change from such a destination use at Lido Village should increase the perceived value of all the commercial and residential property in the area. The new use for City Hall Site was intended to benefit Lido Village and the surrounding community. I urge you to consider an upscale beach hotel and not a parking lot /apartments. This site is public land and it must be used to LIFT, NOT DEGRADE the adjacent areas. It is abundantly clear that the city's plan cannot possibly do that.
