TITLE: APPOINTMENT TO THE COASTAL /BAY WATER QUALITY
CITIZENS ADVISORY COMMITTEE
ABSTRACT:
At the February 28, 2012 City Council meeting, the City Clerk was directed to handle
the Coastal /Bay Water quality Citizens Advisory Committee (Committee) position as an
unscheduled vacancy and advertise and accept applications from interested citizens,
pursuant to City Council Policy A -2, Board and Commission Appointments.
RECOMMENDATION:
Confirm Council Member Hill's appointment of _ as the District 3 representative on
the Coastal /Bay Water Quality Citizens Advisory Committee.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
At the Regular Meeting of February 28, 2012, the City Council directed the City Clerk to
advertise the vacancies on the Committee pursuant to City Council Policy A -2.
The Committee consists of three Council Members; and seven members, one from
each City Council Districts, nominated by the District Council Member, and confirmed by
the City Council.

The Notice of Vacancies was posted in the City Clerk's Office on February 29, 2012,
and advertised in the Daily Pilot on Saturday, March 3, 2012. The deadline to submit an
application was Wednesday, March 14, 2012. At the conclusion of the application
period, the City Clerk forwarded applications to Council Member Rush Hill (District 3
Council Member) for review and nomination.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

I have been involved with local monitoring of the coast along Newport Beach since 1988. Priorto that I was a seasonal lifeguard for the
city in the mid -1970s into the early 1980's. As such I have along standing interest in the environmental quality of the city and my
background, both educationally and occupationally, should position meto provide the city with a high level of expertise and insight into
the complex issues related to the quality of our local waters. The incorporation of my residence by the city in 2008 now allows me to
offer up my services to the city.
