TITLE: BUDGET AMENDMENT TO ACCEPT A CHECK FROM THE
NEWPORT BEACH PUBLIC LIBRARY FOUNDATION (NBPLF)
AND APPROPRIATE FUNDS FOR THE MAINTENANCE AND
OPERATIONS BUDGET FOR FY 2011/12.
ABSTRACT:
Library staff requests approval of a budget amendment to accept a check from the
Newport Beach Public Library Foundation to improve Library Services and Programs.
RECOMMENDATION:
Approve a Budget Amendment to increase revenue estimates by $165,700.00 in
Account No. 4090 -5893 (Library Foundation /NBPLF). Expenditure estimates will be
increased by the same amount in Division 4090 (Library Foundation).
FUNDING REQUIREMENTS:
With the approval of the recommended Budget Amendment in the amount of
$165,700.00, the funds will be disbursed according to the expenditure accounts as
indicated below. Funds will be drawn down from the total amount of $165,700.00 per a
spending plan. This plan allows the Foundation's accounts to continue to draw interest
and the Library staff to approach the expenditures on a planned schedule. All funds will
be expended by the end of FY2011/2012.

Total Amount of Check $165,700.
DISCUSSION:
The Newport Beach Public Library Foundation (NBPLF) presented Library Services
funds in the amount of $165,700.00. A large facsimile of the entire donation will be
presented to City Council on September 27, 2011. Allocation as follows in the amount
of $165,700 was approved by the Library Board of Trustees on August 1, 2011, and is
intended to fund areas of need on the Library's Wish List for FY 2011/2012. This gift
money will promote Library Services, expand technology at the Central Library,
enhance the Blu -ray DVD and eBook collections, provide for physical improvements at
Central and branch libraries, and provide multi -media lab equipment and furnishings.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
