TITLE: Approval of "Free" Right -Turn Striping and Signage Design
Templates to Enhance Bicycle Facilities
ABSTRACT:
After evaluating bicycle facilities throughout the City, staff designed striping and sign
templates for bicycle lanes to be applied at 'free" right -turn locations. These are
locations at which vehicle crossings and merges may present challenges to motorists
and cyclists. The templates were created to guide cyclists and motorists in an efficient
manner while providing a defined passage through intersections for cyclists.
RECOMMENDATION:
Approve 'free" right -turn design templates to be deployed at intersections within the
City, as determined by Public Works staff.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
The Bicycle Safety Committee identified intersections and roadways throughout the City
and requested staff to analyze these intersections as to the location of vehicles, location
of cyclists, visibility of drivers and cyclists and the merge area created by 'free" right
turns.
"Free" right turn pockets are those that allow a vehicle to turn from one street to another
without stopping, except to yield to others (pedestrians, bicycles, or vehicles) already
within the intersection. Typical 'free" right -turn layouts are shown in the attached
exhibits.

Staff designed new bike lane striping to better facilitate the flow of vehicle and bicycle traffic
as each enters, passes through, and leaves intersections. The designs incorporate
changes in striping and installation of signs within existing City right -of -way. The designs
can be applied to new striping layouts or modified to fit into existing layouts.
As there is not currently an adopted bicycle lane treatment for "free" right turns, the Public
Works Director believes in his professional opinion these templates are reasonable to
address the presented concerns.
Upon approval of these design templates, staff will deploy them in a pilot project along East
Coast Highway from MacArthur Boulevard to Irvine Terrace.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA") pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment) and
15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential
for resulting in physical change to the environment, directly or indirectly.
Additionally, Staff recommends the City Council find future deployment of these striping and
signing templates be exempt from the California Environmental Quality Act ( "CEQA ")
pursuant to Section 15301 (for repair, maintenance and minor alteration of existing public
facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations,
Title 14, Chapter 3, because it has no potential to have a significant effect on the
environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
