Alford, Planning Program Manager, <br />PAlford@newportbeachea.gov <br />PHONE: 949-644-3235 <br />TITLE: Local Coastal Program Implementation Plan (PA2013-001) <br />ABSTRACT: <br />The City Council will consider the adoption of the Local Coastal Program (LCP) <br />Implementation Plan (IP) with the modifications suggested by the California Coastal <br />Commission (Coastal Commission). The LCP Implementation Plan is a regulatory <br />document intended to implement the policies of the California Coastal Act and the City's <br />certified Coastal Land Use Plan (CLUP). Adoption of the IP will be the final City action <br />needed in obtaining a certified LCP from the Coastal Commission. <br />RECOMMENDATION: <br />a) Conduct a public hearing; <br />b) Find that approval of the LCP Implementation Plan is statutorily exempt from <br />California Environmental Quality Act (CEQA) pursuant to Section 15265(a) (1) of the <br />California Code of Regulations, Title 14, and Chapter 3 of the Coastal Act; and <br />c) Waive full reading, direct the City Clerk to read by title only, introduce Ordinance <br />No. 2016-19, An Ordinance of the City Council of the City of Newport Beach, <br />California, Adding Title 21 to the Newport Beach Municipal Code and Approving the <br />Local Coastal Program Implementation Plan, as Modified by the California Coastal <br />Commission, and pass to second reading on November 22, 2016. <br />FUNDING REQUIREMENTS: <br />The budget includes sufficient funding related to administrative costs associated with <br />completing the post -certification process, which includes the Coastal Commission <br />adoption of the post -certification map for the City. Post -certification LCP staff costs will <br />be expensed to the 01050501-521015 account in the Community Development <br />Department. Future administrative costs associated with LCP administration are <br />addressed in the Discussion section of this report. <br />
